Troubleshooting Teams call queues and auto attendants

Troubleshooting Microsoft Teams call queues and auto attendants requires isolating voice application licensing, agent routing states, conference mode conditions, and signaling flow requirements 23​19. Diagnostic tools in the Microsoft 365 admin center report tenant, policy, and resource account configuration errors that prevent call queues or auto attendants from receiving calls 21​1.

Resource account and licensing requirements

Every Teams call queue that directly answers calls must have an associated resource account assigned a Microsoft Teams Phone Resource Account license 23. An auto attendant or call queue nested behind a voice application that has already answered the call does not need a resource account, even if it transfers calls externally, as the resource account on the first voice application receiving the call must be the licensed one 34. Subscriptions with Teams Phone receive a zero-cost allocation of Teams Phone Resource Account licenses, though administrators must still complete the purchase process in the Microsoft 365 admin center to acquire them, while licenses beyond that allocation cost money 48.

Resource accounts for auto attendants and call queues are disabled for sign-in and must remain disabled; chat and presence do not function for them, and any presence shown will not change 49. Creating a resource account requires a Teams administrator role (Teams Telephony, Teams Communications, or Teams Administrator) combined with the User Administrator role, whereas editing a resource account currently requires Global Administrator or Skype for Business Administrator combined with User Administrator 47.

When an auto attendant or call queue transfers to an external PSTN number, uses callback, or lends its resource account for agent outbound caller ID, additional licensing is required 42:

  • For Microsoft numbers, funded pay-as-you-go or Communications Credits are required on the resource account 42. Since 1 November 2025, Calling Plan licenses on resource accounts are no longer supported for on-behalf-of outbound PSTN calls, and these calls fail without funded pay-as-you-go or Communications Credits 13.
  • For Direct Routing, the resource account requires an online voice routing policy 42. In Direct Routing, if an auto attendant can transfer to an internal user or bot but cannot transfer to an external PSTN number, Microsoft indicates this may point to missing or incorrect licensing on the auto attendant 4.
  • For Operator Connect, no extra license is needed beyond the carrier arrangement 42. However, under MC1123837 guidance, on-behalf-of outbound scenarios (agent on-behalf-of calls, auto attendant/call queue outbound calls, and callback) may no longer be available from 1 November 2025 depending on the operator, and outbound calls fail unless arranged directly with the carrier 39.

Transferring calls across PSTN connectivity methods—between Calling Plan, Operator Connect, and Direct Routing—is not supported for auto attendants and call queues 24.

Agent routing and membership synchronization

Call queue agents must be Enterprise Voice enabled users, either online or on-premises, and agents using the Teams app for queue calls must be in TeamsOnly mode 8. If a queue's resource account uses Direct Routing numbers, agents who need to conference or transfer calls also require an Audio Conferencing license or an online voice routing policy; an online voice routing policy is required if the queue uses transfer mode 25. Call queues assigned a Direct Routing number do not support Skype for Business clients, Lync clients, or Skype for Business IP phones as agents 26.

Synchronization delays and capacity caps affect agent call presentation:

  • When agents are supplied by a Teams channel, the queue can take up to 24 hours to become fully operational, and only standard channels are fully supported 14. A known issue exists where assigning a private channel to a call queue can fail, and if assigned, calls distribute to all members of the team rather than only members of the private channel 46.
  • A user newly added to a group supplying call queue agents can take up to 8 hours to receive their first call 29.
  • If a team, group, or shift assigned to a call queue exceeds 200 members, only the first 200 Enterprise Voice enabled members in alphabetical order become agents 28. Individually added users are capped at 20 28.

In the field, when a single agent receives no call notifications while others do, Microsoft Q&A moderators suggest comparing the agent's licensing, policies, and queue membership against a working agent, signing out and back in, clearing the Teams client cache, and checking Do Not Disturb or forwarding settings 27. WarmTransfer's reading of the sources is that when one agent misses queue calls that colleagues receive, documented individual causes—such as Enterprise Voice enablement, TeamsOnly mode, opt-out status, presence status under presence-based routing, the 200-member alphabetical limit, or the 8-hour group sync delay—are more likely than tenant or resource account faults 55.

Presence-based routing and agent alert settings

With presence-based routing (PBR), only agents with a status of Available are included in the routing list; any other status stops queue calls until the agent returns to Available 44. Microsoft documents that an agent may still receive a queue call shortly after becoming unavailable, or experience a short delay before receiving calls after returning to Available 45. An agent who opts out of taking calls receives no queue calls regardless of availability 40. Without presence-based routing, multiple queued calls present simultaneously to agents regardless of presence, generating multiple notifications 38. Agents using the Skype for Business client are excluded from routing when presence-based routing is enabled, leading Microsoft to advise against enabling it if any agents use Skype for Business 53.

Selecting Longest idle routing automatically enables presence-based routing even if the toggle displays Off and greyed out; when there are fewer queued calls than available agents, calls are offered only to the 2 longest-idle agents 32. Microsoft recommends configuring call queues with conference mode On, routing method Round robin or Longest idle, presence-based routing On, and an agent alert time of at least 20 seconds 50. Agent alert time can range from 15 to 180 seconds, but for agents on Teams for Windows using a Bluetooth device as the audio device, the maximum alert time is 120 seconds 9.

Call queue calls ignore an agent's individual call forwarding rules, unlike auto attendant calls, which do follow individual answering rules 22. By default, agents receive no notification of missed calls or voicemails from call queues 37. Additionally, a known issue causes queue calls arriving on a locked mobile device to go on hold until the agent unlocks the device 33.

Conference mode and transfer protocols

With conference mode enabled, agents' Teams accounts must be in TeamsOnly mode or they are omitted from call routing 19. Conference mode is mandatory if users need to consult or transfer calls with call queues, and it is required for automatic recording, compliance recording, shared call history, and monitor/whisper/barge/takeover features 15​16. However, conference mode is not supported for calls arriving from a Direct Routing gateway enabled for Location-Based Routing (LBR) 17. Under conference mode, agents may hear the queue's music on hold for up to 2 seconds upon joining 18.

Transfer mode (conference mode disabled) is in legacy status, and Microsoft states a Message center post will appear at least 3 months prior to its scheduled removal 60. Microsoft's supported configurations reference states that transfer mode is set to be deprecated in the second half of 2026, with confirmation at least 3 months in advance 59.

Direct Routing transfers occur via SIP REFER, SIP INVITE with Replaces, or internal Teams infrastructure, in that order of preference 30. The INVITE-with-Replaces method is primarily used for call queue responses 30. When the Microsoft SIP proxy issues a REFER, the Session Border Controller (SBC) must send the new INVITE back to the SIP proxy rather than the PSTN—even for external transfers—retaining the Refer-To and Referred-By strings unchanged 52. If an SBC fails to receive a SIP REFER, Microsoft advises allowing connections from any Microsoft signaling IP address, as the REFER may arrive over a new TLS connection from an address different from earlier call legs 51.

Blind-transfer behaviour for Direct Routing changed in June 2026 (Message center MC1296872): Microsoft now ends the call immediately after the SBC accepts the transfer, without waiting for the final transfer result 10. Consultative transfers drop prematurely if the SIP proxy does not receive a 202 Accepted and NOTIFY progress messages from the SBC, or if the SBC transmits BYE too early; the proxy requires 202 and NOTIFY messages to end the original call following a NOTIFY with 200 OK 20. When presenting a call to an agent conflicts with Location-Based Routing restrictions, the agent receives a call toast but cannot answer, continuing until another agent answers, the caller disconnects, or the queue times out 31.

Overflow, timeout, and auto attendant routing

Maximum calls in the queue defaults to 50 and can be set from 0 to 200, counting only waiting calls, while call timeout ranges from 0 seconds to 45 minutes 43​58:

Callback is offered to callers only after the hold music finishes playing 11. Consequently, a Call Timeout shorter than the sum of callback eligibility plus music duration prevents callback from functioning; for example, with default 2-minute music, a 60-second eligibility and 120-second timeout will never present a callback offer 11.

The No Agents exception triggers when no agents are opted in (with presence-based routing off), or when no agents are logged in or all agents are set to Appear Offline (with presence-based routing on); otherwise calls remain queued 36. A known issue in Longest idle routing prevents the No Agents treatment from functioning when configured for New Calls Only, causing new calls to queue, whereas All Calls operates as expected 35. WarmTransfer's reading of the sources is that in a presence-based queue where all agents are Busy or Away but at least one is signed in and not set to Appear Offline, calls queue until Call Timeout expires rather than triggering the No Agents condition; if the timeout redirects to voicemail, calls appear to route straight to voicemail 57. A known issue also prevents special characters in greeting messages from being spoken when redirecting to shared voicemail 54.

For auto attendants:

  • Callers are routed to the Operator upon making no selection or encountering a call processing error (such as dialing an invalid number), provided an Operator key is mapped in the menu 6.
  • Dial keys are evaluated before directory search; callers dialing names or extensions starting with a mapped key route immediately, leading Microsoft to recommend disabling Directory search when dial keys are assigned and using a dedicated directory auto attendant 2.
  • New users can take up to 36 hours to appear in directory search; users placed in both include and exclude lists or hidden from the Exchange Global Address List are omitted 3.
  • Redirecting auto attendant calls to shared voicemail requires enabling "Let people outside the organization email this team" for the Microsoft 365 group mailbox 5.
  • When transferring externally, Calling Plan and Operator Connect display the original caller's number, whereas Direct Routing depends on the SBC's P-Asserted-Identity (PAI) configuration: Disabled (default and recommended) displays the original caller, while Enabled displays the resource account number 41.

Reporting tools have specific boundaries: Teams admin center usage reports cover at most 28 days, provide only received call counts, and omit voice applications nested without resource accounts 56. Power BI historical reports and the Queues App retain data up to 45 days 56.
