Enabling Microsoft Teams auto attendant and call queue services requires at least 1 Teams Phone license in the tenant 17. Each voice application uses resource accounts to manage its licensing and phone numbers 53​57.

Resource Accounts and Provisioning

Each resource account requires a Microsoft Teams Phone Resource Account license, which Microsoft describes as free 53. Tenants holding Teams Phone Standard, Teams Phone with Calling Plan, or Teams Shared Devices must complete the purchase process for their allotment; this allocation carries zero cost at checkout, and additional licenses can be bought at a cost 58.

Creating a resource account requires both a Teams administrator role (Teams Telephony Administrator, Teams Communications Administrator, or Teams Administrator) and the User Administrator role 50. Editing an existing resource account currently requires either Global Administrator or both Skype for Business Administrator and User Administrator 52. In the Teams admin center under Voice > Resource accounts > Add, administrators set the resource account type to Auto attendant or Call queue, which corresponds to the PowerShell command New-CsOnlineApplicationInstance 51. The setup order requires creating the resource account in the Teams admin center, assigning the Teams Phone Resource Account license in the Microsoft 365 admin center, and then assigning a phone number in the Teams admin center if one is needed 57.

Assigning a phone number to a resource account is optional; an auto attendant or call queue is directly reachable by phone number only if it has a resource account with an assigned number 54. For nested call flows, only the first Teams Phone Agent, auto attendant, or call queue that answers a call requires a licensed resource account 41. Voice applications nested behind it need no resource account, even when transferring calls externally 41. When a call reaches a queue via a direct voice-app reference, the agent's call toast displays the call queue name, whereas arriving through a resource account causes the toast to display the resource account's display name 42. However, authorized users in Queues App cannot edit a voice app nested without a resource account 40.

Outbound Calling and PSTN Connectivity

Transfers to an external number, call queue callback, and agent on-behalf-of outbound caller ID each require the resource account to possess outbound PSTN provisioning beyond the Teams Phone Resource Account license 48. Transfers between Microsoft Teams Calling Plans, Teams Operator Connect and Azure Communication routing, and Teams Phone Direct Routing and SBC certification connectivity are not supported for these voice applications 43.

For Microsoft-provided numbers, outbound PSTN calling from a resource account requires a funded pay-as-you-go license, Communications credits, or Telco pay-as-you-go overage (New Commerce), as Calling Plan licenses on resource accounts stopped being supported for this on 2025-11-01 47. Outbound calls fail if Calling Plan resource accounts handling outbound, callback, or on-behalf-of calls lacked a pay-as-you-go license or Communications credits by 2025-11-01 45.

For Direct Routing, outbound PSTN from a resource account requires an online voice routing policy assigned to that resource account, while a phone number remains optional 44. Microsoft lists no additional licensing requirements for Operator Connect numbers, but notes that from 2025-11-01, on-behalf-of outbound, callback, and external-transfer calls may be unavailable depending on the operator and must be coordinated with the carrier 46.

When a voice app transfers to an external number, Calling Plan and Operator Connect display the original caller's number 38. For Direct Routing, the displayed caller ID depends on the SBC's P-Asserted-Identity setting; Disabled (the default) shows the original caller, while Enabled shows the resource account number 38. Across the tenant, web click-to-call into auto attendants and call queues is capped at 40 calls per minute 19.

Call Queues

Call queues provide 4 routing methods: attendant (ringing all agents simultaneously), serial (ringing agents sequentially in list order), round robin (equalising call counts across agents), and longest idle (offering the call to the Available agent who has been idle the longest) 36. Selecting longest idle automatically enables presence-based routing 28. When there are fewer queued calls than available agents, longest idle offers calls only to the 2 longest-idle agents 28.

When presence-based routing is active, only agents with a status of Available receive calls 34. Presence-based routing functions with any routing method and excludes Skype for Business client agents while enabled 34. Call queues also include a setting allowing agents to opt out of taking calls, which Microsoft recommends turning on; opted-out agents receive no queue calls regardless of presence 32. Microsoft's recommended call queue baseline consists of conference mode enabled, round robin or longest idle routing, presence-based routing enabled, and an agent alert time of at least 20 seconds 35.

Agent alert times can be configured between 15 and 180 seconds, but agents using Teams on Windows with a Bluetooth audio device whose buttons control Teams calls are capped at 120 seconds 22. Conference mode reduces call connection time after agent acceptance, is required for Teams users to consult or transfer with call queues, and requires agents to be in TeamsOnly mode 25. It is unsupported for calls arriving from a Direct Routing gateway enabled for Location-Based Routing 25. Furthermore, automatic recording, compliance recording, shared call history, and monitor/whisper/barge/takeover capabilities require conference mode 24. Transfer mode (conference mode disabled) is legacy; Microsoft plans its deprecation for the second half of 2026, with an exact timeline and Message center post scheduled at least 3 months prior to removal 60.

A call queue supports up to 200 agents, with a maximum of 20 added as individual users 20. For larger teams, groups, channels, or shifts, only the first 200 Enterprise Voice-enabled members in alphabetical order serve as agents 20. Queue agents using the Teams app must be Enterprise Voice enabled and in TeamsOnly mode 21. If the queue's resource account uses Direct Routing, agents who conference or transfer also require an online voice routing policy (when in transfer mode) and either an Audio Conferencing license or an online voice routing policy 21. Fully managing a call queue that uses a Teams channel or a Shifts schedule group requires a Global Administrator or Teams Administrator role; other admin roles must be the channel's creator or owner, or a team member, to add it 18. Operational propagation can take time: a queue built on a Teams channel can take up to 24 hours to become fully operational, and a user added to a group can take up to 8 hours to receive their first call 29.

Exception Handling and Callback

Call queues do not include separate after-hours or holiday routing schedules; Microsoft recommends placing an auto attendant in front of a call queue even if it is staffed 24/7 31. Exception handling covers overflow, call timeout, and no agents, with options to disconnect or redirect calls to destinations such as a person, shared voicemail, another voice app, or an external number 26.

A known issue exists where the no-agents treatment fails to trigger under longest idle routing when configured for New Calls Only, causing new calls to queue; All Calls behaves as expected 27.

To receive a callback offer, a caller's number must be a publicly dialable, non-premium E.164 number 23. The callback prompt is presented after music on hold finishes, and the queue timeout must be configured long enough to accommodate eligibility verification, the request, and callback completion 23.

Auto Attendants

There is no per-tenant limit on the number of auto attendants 6. Each auto attendant operates under a single language and a single time zone used to calculate business hours 8. If left unchanged, default business hours run from 09:00 to 17:00 every day, with an after-hours call flow governing all remaining times 1. Each day can support multiple distinct time ranges 1. Each auto attendant includes 1 after-hours call flow and up to 20 holiday sets containing up to 50 holidays each 6. Holidays are configured under Voice > Holidays in the Teams admin center, where a full-day holiday requires an end time of 12:00 AM on the following day 39.

The advanced auto attendant wizard runs in the order of general info, call handling hours, business-hours call flow, after-hours call flow, holidays call flow (optional), dial scope (optional), and authorized users (optional) 4.

Auto attendant menu options map keys 0–9, *, and # non-contiguously to designated destinations, and an operator destination functions only if explicitly mapped to a menu key 7. Because dial keys are evaluated before directory search, Microsoft recommends setting directory search to None on menus using mapped keys and deploying a dedicated auto attendant for dial-by-name or dial-by-extension 3. Auto attendants support 54 text-to-speech locales but only 14 speech-recognition locales; selecting a locale lacking speech recognition disables voice input and restricts dial-by-name strictly to keypad input 5.

Dial scope defaults to all online users 2. Users present in both include and exclude groups, or hidden from the Exchange Global Address List (GAL), are excluded from the scope 2. Newly provisioned users can take up to 36 hours to appear in the auto attendant directory 2. Greeting audio files support uncompressed linear PCM WAV, mono WMA, or MP3 formats up to 5 MB, while typed text-to-speech greetings allow up to 1,000 characters 16. If routing to voicemail, the destination is a Microsoft 365 Group mailbox, which must have the setting "Let people outside the organization email this team" enabled in the Microsoft 365 admin center 59. Teams Phone Agent, an AI conversational extension of auto attendants, was available only through the Frontier Public Preview program as of the page date, having entered that preview on 2026-06-15 49.

Authorized Users and Administration

Authorized users can make day-to-day administrative changes to voice applications without Teams admin center access or Teams administrator roles 14. All authorized users must be Enterprise Voice enabled 10. An authorized user can change a voice app only if they have a voice applications policy that allows at least 1 change and are listed as an authorized user on at least 1 auto attendant or call queue; either one alone grants nothing 9. An auto attendant or call queue supports a maximum of 15 authorized users 12. The tenant global voice applications policy disables every configuration change by default and should not be edited; custom policies must be created and assigned instead 11.

Authorized users can update greetings and music on hold without Teams Premium 15. Modifying business hours, holiday schedules, routing, membership, routing methods, presence-based routing, opt-out capabilities, or exception handling requires Teams Premium 15. Agent monitoring features (monitor, whisper, barge, takeover) by authorized users require Teams Premium, Queues App, conference mode, and presence-based routing; an authorized user who is also a queue agent must opt out of taking calls before initiating monitoring 13.
