Microsoft offers three Teams Calling Plan options: Domestic Calling Plan, International Calling Plan, and Pay-As-You-Go Calling Plan 51. With Calling Plans, Microsoft acts as the PSTN operator, providing PSTN access, phone numbers, telephone support, and US emergency screening backed by a 99.999% reliability SLA 23.

Architecture and PSTN Models

Teams Phone provides 4 PSTN connectivity models: Microsoft Teams Calling Plan, Operator Connect, Teams Phone Mobile, and Direct Routing 15. Operator Connect requires a contract with a certified third-party operator that provides PSTN access, numbers, SLA, and support, while administration remains in the Teams admin center 60. Direct Routing requires a contract with a third-party PSTN provider alongside a certified Session Border Controller procured and managed by the customer, an integrator, or a DRaaS provider 59. Calling Plan, Operator Connect, and Direct Routing support user, Audio Conferencing, and voice application numbers, whereas Teams Phone Mobile supports only user numbers 26.

A single tenant can combine Calling Plans with other PSTN connectivity options and multiple operators across different users, locations, and personas 25. A Calling Plan license is required only when Microsoft provides the PSTN connection; when using another operator, no additional license beyond Teams Phone is required by Microsoft because PSTN costs are paid directly to that operator 21. For PSTN deployment in India, a separate India-specific Teams Phone license from a licensed Indian telecom operator through Operator Connect for India is required 16. Under Shared Calling, end users require only a Teams Phone license without a dedicated number or Calling Plan, while a shared resource account using a Microsoft service number requires a Microsoft Pay-As-You-Go Calling Plan license 49. Calling Plan Options and Pooling

A Teams Phone license is a prerequisite for purchasing a Calling Plan, or customers can purchase a combined Teams Phone with Calling Plan bundle as a single add-on 50. Microsoft offers three Teams Calling Plan options: Domestic Calling Plan, International Calling Plan and Pay-As-You-Go Calling Plan 51.

  • Domestic Calling Plan: Allows calls to numbers in the country where the user is assigned in Microsoft 365, including unlimited incoming minutes and outgoing minutes determined by the purchased license 11.
  • International Calling Plan: Includes both domestic and international outbound minutes, with international minutes usable to 196 countries, along with unlimited incoming minutes 17.
  • Pay-As-You-Go Calling Plan: Provides unlimited incoming minutes and zero outgoing minutes 30. Every outgoing call is billed by usage through Communication Credits or post-usage billing on new commerce experience subscriptions 30. Users cannot make outgoing calls until the Pay-As-You-Go Calling Plan is funded 31.

Users assigned the same Calling Plan in the same country share a single pool of minutes (for instance, 100 US Domestic users with 3,000 minutes each share a 300,000-minute pool) 24. Minute pooling applies strictly across identical Calling Plans 24. The governing country for a user's Calling Plan and minute pool is determined by the usage location set on the user's license in Microsoft 365 admin center Active users, rather than the organization billing address in the Organization profile 9.

WarmTransfer's reading of the sources is that the per-country availability documentation appears weakly maintained (due to a 2017 ms.date, NOINDEX markup, and inconsistent headings), meaning minute allowances should be verified against Microsoft pricing documentation 1.

Regional SKUs and Allowances

In the United States, the Domestic Calling Plan provides 3,000 minutes per user per calendar month, while the International Calling Plan provides 3,000 domestic or 600 international minutes, whichever is reached first 56. Outbound calls to premium-rate numbers are unsupported on US Calling Plans 57. For US and Canadian users, cross-border calls between the US and Canada count as domestic, though they are blocked if a dial-out policy limits users to domestic calls only 55.

In the United Kingdom, availability documentation lists Pay-As-You-Go, a 120-minute Domestic plan, a 3,000-minute Domestic plan, and an International plan with 3,000 domestic or 600 international minutes per calendar month 53. UK users can call shared-cost numbers (prefixes 44843, 44844, 44845, 44870, 44871, and 44872) billed per minute from Communication Credits, whereas 449XX premium prefixes are unsupported 54.

Funding and Communication Credits

Pay-As-You-Go Calling Plans and usage-based services depend on the customer's agreement structure:

  • Microsoft Customer Agreement (MCA): Outgoing minutes are billed post-usage for the prior month rather than prefunded 27. Communication Credits cannot be purchased if subscriptions or the default billing account use MCA 5.
  • Microsoft Online Subscription Agreement (MOSA): Pay-As-You-Go plans must be funded using Communication Credits 29. Purchasing credits requires a MOSA billing account configured as the default 5.
  • Cloud Solution Provider (CSP): If a Calling Plan is procured via a CSP, Communication Credits cannot be acquired directly in the Microsoft 365 admin center; the CSP partner must fund them 3.

Communication Credits fund toll-free numbers (for Audio Conferencing, auto attendants, and call queues), meeting dial-out beyond included pools, minutes exceeding plan caps, and outgoing calls on Pay-As-You-Go plans 7. Toll-free calls are billed per minute and require a positive balance 6. If a one-time balance hits zero, most calling capabilities—including toll-free inbound services—stop functioning; Microsoft recommends configuring auto-recharge 8. Purchased credits not used within 12 months expire and are forfeited 2. In addition to organization-level funding, each user (including those with Microsoft 365 E5) must have an individual Communication Credits license assigned to utilize credit balances for calls or Audio Conferencing dial-out 4.

Telephone Number Acquisition and Quotas

Before acquiring numbers, at least 1 Calling Plan license must be assigned within the tenant 10. Number allocation is governed by license-based quotas:

  • User numbers: A tenant can acquire subscriber numbers up to (Domestic licenses + International licenses) × 1.1 + 10, plus 1 number per Pay-As-You-Go license 58. Ported numbers do not count toward this allocation limit 58.
  • Service numbers: Toll and toll-free service number limits are tiered according to total Teams Phone and Audio Conferencing licenses, starting at 5 numbers for 1–25 licenses and reaching 1,500 numbers for 50,000 or more licenses (for example, 51 licenses provides a quota of 20) 47.

Every Calling Plan number requires an emergency address, but attachment timelines differ by jurisdiction: US numbers have emergency addresses assigned concurrently with user assignment, whereas UK numbers require an address when acquired or ported 14.

Know Your Customer (KYC) Verification

Before acquiring or porting Calling Plan numbers, administrators must check whether KYC approval is required for the destination country 18. KYC is submitted within the Teams admin center under Voice > Service configuration > Know Your Customer and evaluated at the tenant level, with most reviews completing within 3 business days 18 20. Administrators should wait until the KYC status indicates Approved before attempting to acquire or port numbers 20. The individual submitting KYC must use an individual email address tied to the verified business domain; submissions utilizing distribution lists, consumer email providers, or the tenant's default onmicrosoft.com domain are rejected 19.

Number Porting

Porting into Microsoft Calling Plans is supported across all countries and regions where Calling Plans are sold, and the Teams admin center porting wizard restricts selection to those destinations 46. A classic wizard operates across all regions, while a new wizard (labeled "US & Canada Preview") provides electronic signature capabilities for the Letter of Authorization in the US and Canada 42.

Eligibility and Grouping

Mobile number porting into Calling Plans is restricted to the US, Puerto Rico, and Canada 41. UK nongeographic numbers—including shared-cost ranges 0843, 0844, 0845, 0870, 0871, and 0872—cannot currently be ported into Calling Plans 45. Data lines (such as DSL/broadband), Universal International Freephone Numbers, and numbers from unsupported countries are ineligible for porting 37. Fax numbers can only be ported if converted into user numbers, as Calling Plans do not include native fax functionality 37.

Numbers may be batched into a single wizard port order only if they share an identical service provider, account number, billing telephone number (BTN), number type, and service address 43. Requests involving 1,000 or more numbers must bypass the self-service wizard and be submitted directly through the Telephone Number Services (TNS) Service Desk 38.

Processing and Timelines

Port requests for the same losing carrier account are processed sequentially; overlapping requests on the same account trigger rejections from the losing carrier 44. Typical end-to-end port completion takes 7–14 days, extending up to 30 days 39. The US needs a minimum 5-day lead time, Canada 10 days, and the target port date cannot be more than 30 calendar days out 39. Losing carrier response SLAs are 3–5 business days in the United States and 5–7 business days in Canada, which reset if a rejected request is resubmitted 40. Microsoft recommends setting conservative port dates at least 15 business days out rather than aggressive schedules under 7 business days in the US or 10 business days in Canada 34.

Hybrid Transfers

Porting existing Direct Routing or Operator Connect numbers into Calling Plans requires submitting a request via the TNS Service Desk flagged as hybrid numbers 36. Number preassignment is prohibited during these transitions 35. In the US and Canada, existing user assignments can be retained if each number has an assigned Calling Plan license and emergency location prior to completion; in all other markets, numbers arrive unassigned 35.
