Also known as copilot-in-teams-phone, intelligent-call-recap.
Microsoft's admin page for Copilot in Teams calls states that it applies to 1:1 Teams calls and to PSTN calls, and that each participant with a Microsoft Copilot license can privately prompt Copilot in natural language during the call 1 37. Intelligent recap for Teams calls supports PSTN, 1:1 and group peer-to-peer calls, and it requires transcription 42 51.
How it works
Copilot in Teams calls has 2 modes: available during and after the call, or available only during the call 57. Teams calling policies control Copilot in one-to-one and group calls, while Teams meeting policies control Copilot in scheduled meetings and Meet now 9. Microsoft's end-user guide says Copilot in Teams Phone supports VoIP calls, PSTN calls, and calls made on Teams phone devices 54.
During and after the call
In during-and-after mode, licensed users can return to the Copilot insights, summaries and recap after the call 36. Whether they can still reach the transcript or recording depends on the organization's retention settings 36. For Copilot to be usable after a PSTN or 1:1 peer-to-peer VoIP call, transcription must be turned on in the Teams calling policy 56. If transcription is off, Copilot is available only during the call, depending on the Copilot setting 56.
Only during the call
To limit Copilot to the call itself, the admin turns Copilot on and turns transcription off in the Teams calling policy 16. In this mode, Microsoft's calling-policy guidance states that transcription and Copilot content generated during the call are not retained after it ends 16. When 1 Copilot-licensed user selects the Copilot button during the call, Copilot runs for all licensed users in that call, using speech-to-text data that isn't saved after the call ends 18. Microsoft's admin page for Copilot in calls states that, in during-only mode, the information exchanged between the user and Copilot during the call is not saved after the call ends, but this is disputed by other Microsoft guidance 17. Whether Copilot prompts and responses from a during-only call can still be kept under the organization's retention policies is not covered by the sources below. The calling-policy option for Copilot only during the call applies to Teams calls only, not to Teams meetings or events 15.
When Copilot is used without transcription or recording, it is not available afterwards in the VoIP call's chat thread or in the Calls app call history, unless someone turned on transcription or recording during the call 30. In this mode, a licensed external participant who joins the call cannot interact with Copilot 31.
Licensing
Copilot in Teams calls requires either a Microsoft 365 subscription that includes Teams, or a Microsoft 365 (no Teams) subscription with a separate Teams license 25. For Copilot in 1:1 Teams calls, intended users need an add-on Microsoft Copilot license 26. For Copilot in PSTN calls, users also need a Teams Phone license, and Microsoft's page says they must "have a calling plan" 27.
Intelligent recap for Teams calls requires either a Teams Premium license or a Microsoft Copilot license, in addition to a Microsoft 365 subscription with Teams 45. For intelligent recap of PSTN calls, users also need a Teams Phone license, and Microsoft's page again says they must "have a calling plan" 49. WarmTransfer's reading of the sources is that the "have a calling plan" wording probably means any PSTN connectivity (Calling Plan, Operator Connect or Direct Routing) rather than strictly a Microsoft Calling Plan 8.
Configuring the calling policy
In the Teams admin center, the Copilot setting for calls is under Voice > Calling policies, in an existing or new policy 55. The setting has 3 Teams admin center values that map to the PowerShell -Copilot values Enabled, EnabledWithTranscript and Disabled 35.
| Teams admin center value | PowerShell value | Behavior |
|---|---|---|
| On | Enabled |
Default; participants can use Copilot with or without transcription 35 7 |
| On with saved transcript required | EnabledWithTranscript |
Copilot is usable only after a licensed user starts transcription; without transcription, users don't see the Copilot option and no transcript exists after the call 35 20 |
| Off | Disabled |
Copilot is unavailable during the call; if transcription was started, the transcript is still available after the call 35 14 |
The Set-CsTeamsCallingPolicy cmdlet reference documents -Copilot as a string parameter with valid values Enabled, EnabledWithTranscript and Disabled, and a default of Enabled 10. Microsoft's documented PowerShell for requiring transcription for Copilot in calls and turning on call transcription is Set-CsTeamsCallingPolicy -Identity <policy> -Copilot EnabledWithTranscript -AllowTranscriptionForCalling $true 39.
Related calling-policy settings: 6 4 2 24
- The Transcription setting (
-AllowTranscriptionForCalling) controls post-call transcripts and is off by default 6. - Cloud recording for calling (
-AllowCloudRecordingForCalls) controls whether a user's 1:1 Teams call or PSTN call can be recorded 4. -CallRecordingExpirationDayssets the expiration of recorded 1:1 calls, with a documented default of 60 days 2.-AllowMeetingKnowledgeGeneration(default True) controls whether meeting knowledge generation is allowed for calls when the user starts recording, transcription or Copilot, but the reference says it is not fully released and has no effect yet 24.
The Copilot setting in Teams meeting policy defaults to EnabledWithTranscript and also offers EnabledWithTranscriptDefaultOn, unlike the calling policy, whose default is Enabled 28.
Intelligent recap for calls
The end-user guide says a call must have been transcribed or recorded before the user can access its Recap 46. For PSTN and 1:1 peer-to-peer VoIP calls, transcription is turned on in the calling policy, while for group VoIP calls it is turned on through meeting transcription settings 51.
| Call type | Recap content | Where users open it |
|---|---|---|
| PSTN | AI-generated notes and recommended tasks 48 | Recap button in the Teams Calls app 48 |
| 1:1 and group peer-to-peer VoIP | AI-generated notes, recommended tasks, speakers, topics, mentions and chapters 53 | Recap button in the call's chat, or call details in the Calls app 53 |
After a transcribed or recorded call, users can hover over the call in the Teams Calls app and select View summary, which opens a detailed recap with transcript, AI notes and follow-up tasks 52. The end-user guide says opening the recap from the Teams chat works only for VoIP calls with people in the same organization or in trusted organizations 43. Audio recap is available only for scheduled meetings, not calls 42.
Teams phone devices
On Teams phone devices, users can use Copilot only when the calling policy has Copilot set to EnabledWithTranscript or has Cloud recording for calling enabled 33. A user transferring a call on a Teams phone device can choose to generate and send an AI call summary, which the transferee sees after accepting 34. Copilot generates no transfer summary unless transcription or recording is on 34.
Intelligent Call Delegation
Intelligent Call Delegation (formerly titled Copilot Call Delegation) is an AI voice agent that answers and screens a user's incoming Teams calls 22. It is offered through the Microsoft Copilot Frontier early-access program and requires a Microsoft Copilot license per user 22. It has a 4-minute call-length limit and a 15,000-minute monthly usage limit per tenant, and it works only when the Teams app language is English 23.
Data, storage and retention
Recordings of 1:1 and group Teams calls are saved to the OneDrive of the user who selected Record 3. In a 1:1 call between internal parties, the person who recorded owns the file with full permissions, and the other party gets read-only access without sharing or download 5. In a 1:1 call with an external party, the other party gets no access unless the owner shares the file 5.
For Purview retention, data from Copilot and other generative AI messages is stored in a hidden folder in the Exchange mailbox of the user who runs the AI app, and it is searchable with eDiscovery tools until permanently deleted 40. Purview retention for Microsoft 365 Copilot interactions is now separate from Teams chats, and newly created retention policies use the Microsoft Copilot experiences location instead of the former combined Teams chats and Copilot interactions location 41.
Microsoft states that customer data used for intelligent recap is not logged or used for AI model training or testing 47. Intelligent recap data resides in the geographic region associated with the Microsoft 365 organization, and intelligent recap is multi-geo capable 44.
Limitations
- Copilot in Teams calls is not available in end-to-end encrypted calls 32.
- In end-to-end encrypted one-to-one calls, live captions, transcription and recording are unavailable because the service can't decrypt media 19.
- If a 1:1 call becomes a group call when a participant is added, the recording, transcript and related content stay associated with the original 1:1 chat, and the added participants cannot access them after the call; Microsoft lists this as a known limitation 21.
- Explicit recording consent is not supported for call queue calls 12.

Applicability
Applies to: Microsoft Teams Phone, MicrosoftTeams PowerShell module, Microsoft Teams Premium, Microsoft Teams, Microsoft Purview, and Microsoft Teams phones. Deployments: multi-tenant. Sources checked 2026-10-02. Microsoft's meetings admin page states that Microsoft Copilot in Teams isn't currently available for GCC High 29. Intelligent Call Delegation is offered through the Microsoft Copilot Frontier early-access program 22, and it works only when the Teams app language is English 23.
What remains uncertain
- Microsoft has not explicitly confirmed whether Copilot and intelligent recap work for Direct Routing and Operator Connect PSTN users; no Microsoft page read states this, and WarmTransfer's reading of the sources is that the "have a calling plan" wording probably covers any PSTN connectivity 8.
- Copilot and recap behavior on call queue and auto attendant calls and in the Queues app is not covered by the sources below.
- The admin policy and cmdlet that control Intelligent Call Delegation, and its general availability status, are not covered by the sources below.
- The current list price and SKU names of the Microsoft Copilot add-on relevant to Teams Phone are not covered by the sources below.
- We infer that call recap follows the storage model Microsoft's intelligent recap privacy page describes for meetings only, which uses Exchange folders in participant mailboxes and OneDrive or SharePoint alongside the recording 50.
- Where PSTN call transcripts are stored, and whether transcripts and call recap artifacts expire with
-CallRecordingExpirationDays, is not covered by the sources below. - Sources disagree on the release status of explicit recording consent for calls: Microsoft's call recording admin page describes the call recording agreement policy as operational, muting the other participant until they consent and logging each choice in the Purview audit log 11.
- This is disputed because the
Set-CsTeamsCallingPolicyreference says-ExplicitRecordingConsent(default Disabled) has not been released yet and has no effect 13. - Microsoft's meetings admin page states that Microsoft Copilot in Teams isn't currently available for GCC High 29.
- Availability of Copilot in Teams calls in GCC and DoD, and any calls-specific statement for GCC High, is not covered by the sources below.
- The interaction between third-party compliance recording policies and Copilot in calls is not covered by the sources below.
