Microsoft Teams Cloud Voicemail is automatically set up and provisioned for Teams users without requiring a Microsoft Teams Phone license 14. Messages are delivered to and stored directly in the user's Exchange Online or Exchange Server mailbox, as Cloud Voicemail maintains no separate message store 48.
Architecture and Storage
Cloud Voicemail does not support third-party email systems, requiring all voicemail messages to land in an Exchange mailbox 15. Custom recorded voicemail greetings are not stored in the Exchange mailbox; instead, they are held in Azure Media Services and fetched during incoming calls 9.
Voicemail recording and transcription execute in the Microsoft 365 cloud region where the call is processed before the resulting message is delivered to the recipient mailbox 29. Cloud Voicemail sends messages over SMTP from the address noreply@skype.voicemail.microsoft.com 3846. These generated messages are not DKIM-signed, and any recorded message with a duration under 1 second is not delivered 1746.
Exchange Server mailboxes receive voicemail via SMTP routed through Exchange Online, requiring configured connectors between Exchange Server and Exchange Online 18. To ensure the Teams client displays voicemail, connectors must preserve the item class so messages retain the IPM.Note.Microsoft.Voicemail.UM message class 13.
Routing and Policies
In Teams admin center calling policies, "Voicemail for inbound calls" defaults to "Let users decide," with alternative options of "On" and "Off" 49. In PowerShell, administrators configure this using Set-CsTeamsCallingPolicy -AllowVoicemail 2. See also Teams voice administration with PowerShell.

Setting -InboundPstnCallRoutingTreatment or -InboundFederatedCallRoutingTreatment to Voicemail sends calls directly to voicemail without presenting them, taking precedence over other forwarding rules and disconnecting the call if voicemail is not enabled for the user 10. Disabling voicemail via Teams calling policies might also disable voicemail for Skype for Business users 39.
In default voicemail policies, transcription and transcription translation are enabled, transcription profanity masking is disabled, and the maximum recording duration is 5 minutes 26256. Policy MaximumRecordingLength can be configured between 30 seconds and 10 minutes 12. Preconfigured policy instances TranscriptionDisabled and TranscriptionProfanityMaskingEnabled cannot be edited or removed 28. Changes to voicemail policies can take up to 5 minutes to take effect due to a 5-minute service cache refresh cycle 24.
A voicemail policy can specify a preamble audio file before the greeting and a postamble audio file after it; -PreamblePostambleMandatory defaults to False and dictates whether callers are disconnected if these files cannot play 27. Primary and secondary system prompt languages must be set together, must differ from each other, and override the user's prompt language when defined 30. System greetings play using the policy's prompt languages if defined, falling back to the user's preferred language, and then to the tenant default language 8.
For users with a Microsoft Copilot license, an AI voicemail triage feature (providing summary, importance, category, and suggested actions) is in an English-only private preview configured solely via PowerShell 1. The EnableVoicemailTriage parameter defaults to False, operates only for tenants enrolled in the Voice Applications private preview, and Microsoft states that general availability has not been determined 56.
User Configuration and Greetings
Users configure their personal settings in Teams under Settings > Calls > Manage Voicemail 58. Default per-user settings enable voicemail, set the answering rule to Regular Voicemail, disable out-of-office greetings, set no transfer target, and contain no default greeting overwrites 59. Admins can disable voicemail for an individual user using Set-CsOnlineVoicemailUserSettings -VoicemailEnabled $false 7.
The Teams admin center call answering mode allows callers to leave a message, plays a greeting with no option to leave a message, or declines the call without a message 3. In PowerShell, Set-CsOnlineVoicemailUserSettings -CallAnswerRule supports DeclineCall, PromptOnly, PromptOnlyWithTransfer, RegularVoicemail, and VoicemailWithTransferOption 4. The TransferTarget parameter requires the SIP URI of an in-organization user, though a telephone number can be used if the user is Enterprise Voice-enabled 54.
Text-to-speech default greetings (DefaultGreetingPromptOverwrite) and out-of-office overwrites (DefaultOofGreetingPromptOverwrite) play only when a user has not recorded a custom greeting 57. Out-of-office greetings are triggered explicitly via OofGreetingEnabled, or automatically through Outlook automatic replies (OofGreetingFollowAutomaticRepliesEnabled) or out-of-office calendar events (OofGreetingFollowCalendarEnabled) 21.
Transcription and Languages
Transcription uses the language detected within the recorded message rather than the recipient's configured language 52. If transcription translation is enabled, the detected language is translated into the recipient's preferred language, falling back to the tenant default language 55. When transcription is disabled, the voicemail notification email states that audio quality was insufficient for transcription 53.
Transcription language support aligns with the Azure Speech Fast Transcription multilingual model, though Microsoft notes the Teams language documentation may lag behind Azure Speech 51. As of 2026-09-25, transcription is documented as unavailable for languages including Bulgarian, Catalan, Croatian, Estonian, Latvian, Lithuanian, Romanian, Slovak, Slovenian, Vietnamese, and Welsh 16. Certain regional variants fall back to a base transcription model, mapping en-GB, en-AU, en-CA, and en-IN to English (United States), and fr-CA to French (France) 35.
Protected Voicemail
Protected voicemail applies Microsoft Purview sensitivity labels via auto-labeling rules to encrypt voicemail and restrict forwarding for Exchange Online mailboxes 34. The auto-labeling rule targets the header Content-Class = Voice-CA alongside Microsoft Teams sender IP ranges defined in ID 12 of the Office 365 URLs and IP ranges list 31. Protected voicemail cannot be opened within Microsoft Teams or Skype for Business 32.
Shared Voicemail
Auto Attendants and Call Queues can redirect callers to Shared Voicemail targeting a Microsoft 365 group, distribution list, or mail-enabled security group 41. Because any member of a shared group can manage all received voicemails, Microsoft recommends establishing separate groups for each Call Queue or Auto Attendant 42.
Shared Voicemail appears in the regular Teams client only when directed to a Microsoft 365 group associated with a Call Queue through its channel; distribution lists and mail-enabled security groups do not show in Teams, though all three types are accessible via Outlook and the Queues app 43. Auto Attendant redirections allow enabling or suppressing a system greeting without support for custom greetings, whereas Call Queues support custom Shared Voicemail greetings for overflow, timeout, and no-agents conditions 40.
Troubleshooting and Delivery Diagnostics
Administrators can validate user configurations using the Voicemail self-help diagnostic located in the Teams admin center Dashboard under Self-help diagnostics by providing the user's email address 37.
Mail rules blocking noreply@skype.voicemail.microsoft.com will prevent message delivery 38. Similarly, Exchange transport rules acting on SPF failures or targeting MP3 attachments can prevent delivery to mailboxes 11. Microsoft documents workarounds including adding Teams cloud service IP addresses to the SPF record or creating transport rules to bypass spam filtering for Cloud Voicemail from those addresses 47. If OpenDomainRoutingEnabled in Exchange Online is set to True, the message Content-Class becomes unauthenticatedVoice-CA, preventing Teams from identifying the message as voicemail; correcting this requires a Microsoft Support ticket to set it to False 22.
When voicemail arrives in Outlook but fails to display in Teams, admins should run the Teams Voicemail test in Microsoft Remote Connectivity Analyzer and verify whether mail flow rules, third-party filters, EWS access policies, or Exchange Client Access Rules are modifying headers or blocking access 23.

What remains uncertain
Sources disagree on whether Teams users with on-premises Exchange mailboxes can view and play voicemail in Teams: one setup guide says configuring Exchange OAuth (or running the Exchange Hybrid Wizard from Exchange 2013 CU5 or later) plus Teams-Exchange Server OAuth integration enables visual voicemail in Teams clients, whereas a troubleshooting article states those users receive voicemail in Outlook but cannot view or play it in the Teams client 2019.
Sources disagree on playback clients for protected voicemail: the setup guide says users can listen by opening it in Outlook, Outlook on the web, or Outlook for Android or iOS, whereas the troubleshooting article says Rights Management Services-protected voicemail can be played only in Outlook on the web 3336.
Sources disagree on the ShareData policy setting: the voicemail policies page says that when 'share data for service improvement' is false, data is not shared regardless of user choice, whereas the command reference states the parameter is deprecated, has no effect, and is ignored by the service 4544.
