A Webex Contact Center tenant must be connected to the PSTN and requires at least one method to deliver calls to agents 47. For organisations transitioning from Cisco Unified Contact Center Express (UCCX), planning telephony entails selecting PSTN options, configuring gateways, and maintaining hybrid routing during migration stages 5110.
PSTN Service Models and Tenant Provisioning
The current Webex Contact Center documentation presents 4 PSTN service options: Webex Contact Center PSTN, Webex Calling Cloud Connected PSTN, Webex Calling Local Gateway, and Cisco Webex Calling Plan 39.

Webex Contact Center telephony options become greyed out after tenant provisioning and activation, and they cannot be changed without Cisco intervention 33. Similarly, the 2021 Cisco transition deployment guide states that the PSTN option cannot be changed once configured for a tenant 38. The country of operation confirmed by the administrator in the services setup wizard cannot be altered after confirmation 9.
For new subscriptions, Webex Calling PSTN services are automatically included in the order 59. A tenant provisioned before October 2024 may need an authorised partner to add Webex Calling PSTN service to enable Webex Cloud Common Edge services 59. Common Edge services share a global network of edge access services between Webex Contact Center and Webex Calling for cloud call ingress 8.
Media and Signaling Requirements
Webex Contact Center enforces explicit signaling, codec, and packetization requirements on the PSTN leg: 718212041
- Codecs: G.711 uLaw or G.711 aLaw is required on the PSTN leg 7. Any other codec, including G.729, iLBC, and Opus, must be transcoded before media reaches Webex Contact Center 49.
- DTMF: RFC 2833 DTMF is mandatory on the PSTN leg 18.
- SIP Offer Types: Webex Contact Center does not support SIP Early Offer on the PSTN leg, but does support SIP Delayed Offer 21. SIP early media is not supported on the PSTN leg 20.
- Packetization: A packetization timer of 20 ms is expected in the SIP SDP on the PSTN leg 41.
- Number Formats: Webex Calling defaults to +E.164 number formats when Local Gateway or Cloud Connected PSTN is used, and Control Hub stores numbers in +E.164 format 19.
- Carrier Hops: Cisco advises restricting the routing path to at most 2 PSTN carriers, treating chained forwarding across multiple sequential carriers as unsupported due to latency 50.
When integrating with Webex Dedicated Instance agents, Cisco instructs administrators to configure an audio codec preference list ordering G.711 uLaw first, G.711 aLaw second, and Opus third 15.
Hybrid Migration Architecture and Call Routing
The Cisco transition deployment guide structures a UCCX migration into 2 phases: a phase 1 hybrid deployment running some queues and agents on Webex Contact Center while others remain on UCCX, followed by a phase 2 cloud-hosted contact centre 51.
In the hybrid model described in Cisco's September 2021 transition guides (which span a 74-page deployment guide and a companion transition guide), agent endpoints remain registered to on-premises Unified Communications Manager (Unified CM) during both the hybrid phase and after the final contact centre transition 352445. Replacing on-premises Unified CM with Webex Calling is documented as a post-transition step to be completed after the contact centre transition finishes 37. Replacing bring-your-own PSTN with Cisco bundled PSTN service is likewise categorized as a post-transition task 36.
In the hybrid architecture where UCCX performs call distribution:
- UCCX evaluates whether to hand a call off to Webex Contact Center 53.
- The UCCX script writes call variables to an external SQL database, and the Webex Contact Center flow fetches them using an HTTP Request node against an on-premises database connector, avoiding repeating prompts to callers 14.
- The call redirects using an internal E.164 extension across a Unified CM route pattern whose partition is accessible by the UCCX CTI route point calling search space 2610.
- An on-premises Cisco Unified Border Element (CUBE) uses an outgoing dial-peer matching the pilot extension to forward the call toward Webex Contact Center over bi-directional, redundant SIP over TLS trunks supporting G.711 1048. Cisco Unified SIP Proxy may optionally be used alongside CUBE for PSTN access 13.
- When Webex Contact Center reserves an agent, it routes the call back to CUBE, which extends it to Unified CM and on to the agent device 43.
Under this hybrid allocation, Webex Contact Center handles ACD, reserves the agent, and routes incoming calls, while Unified CCX plays IVR prompts, reserves agents, and routes calls via Unified CM 46. CUBE serves the simultaneous roles of PSTN access and Webex Contact Center interoperation 44.
For sizing the 2021 hybrid link, the bandwidth formula across the internet path to Webex Contact Center multiplies expected concurrent calls by 80 kbps (reflecting G.711 at 80 kbps between CUBE and the cloud), excluding video, Management Portal, Analyzer, Agent Desktop, and third-party applications 122. Sizing thresholds in that guide require less than 150 ms end-to-end latency, less than 30 ms jitter, and less than 1 percent packet loss 31. When UCCX remains on-premises but Unified CM is hosted on Webex Dedicated Instance, the round-trip time between UCCX and Unified CM must be under 60 ms due to JTAPI latency limits 52.
Local Gateway and Agent Delivery Options
Webex Contact Center documents 5 methods for delivering calls to agents 1:
- PSTN interconnectivity using a DID or mobile number 1.
- Webex Calling registered endpoints, including MPP devices and Webex App 1.
- WebRTC inside the agent desktop 1.
- Premises PBX or premises PSTN connectivity 1.
- Microsoft Teams agents connected across Local Gateway direct SIP routing 1.
When using Local Gateway trunks to integrate on-premises PBXs or carriers:
- Registration-based trunks support up to 250 concurrent calls and operate exclusively on Cisco CUBE and Cisco Secure Routers 28.
- Certificate-based trunks support more than 250 concurrent calls (with Cisco Live 2024 presenting capacity up to 6,500 concurrent calls) and run on CUBE as well as several third-party SBC platforms 286. Both trunk types employ TLS for SIP signaling and SRTP for media 6.
- Dedicated Instance integrations mandate certificate-based mTLS trunks; registration-based trunks are unsupported for that topology 16.
In hybrid Webex Calling scenarios, PSTN trunking permits connecting an on-premises PBX to Cloud Connected Partner PSTN or Local Gateway PSTN to facilitate phased migrations before migrating all users 25. Where agents use Webex Dedicated Instance, Cisco documents agent phones placed either directly on multi-tenant Webex Calling (with back-office endpoints on Dedicated Instance) or directly on Dedicated Instance accessing PSTN via Local Gateway or Cloud Connected PSTN 17.
Entry points in Webex Contact Center map to dialed numbers in Control Hub under Services > Contact Center > Tenant Settings > Voice, configured as single numbers or ranges 22. When using Cloud Connected PSTN, Regional Media keeps PSTN traffic in a local data centre when a local connection is available, falling back to the organisation's home region if not 42.
Platform Transitions: VPOP to Common Edge
Cisco announced end-of-sale and end-of-life dates for versions 12.5 and 12.6 of on-premises contact center platforms (covering UCCX, UCCE, PCCE, and CVP) on 30 June 2025 54.
The primary telephony architecture has also shifted:
- At Cisco Live 2024 Cisco presented VPOP as the legacy telephony architecture, recommended Common Edge for new deployments, restricted new VPOP setups to exceptions, and announced that new media regions would only support Common Edge 56.
- As of Cisco Live 2024, Cisco had published no end-of-sale or end-of-support dates for VPOP and stated migration planning for existing VPOP customers was underway 57.
- The June 2026 revision of the Webex Contact Center voice-channel article contains no vPOP, Voice POP Bridge, or bring-your-own-PSTN-over-CUBE options 55.
- Webex Contact Center administrator release notes from February 2026 through September 2026 contain no entries covering vPOP, Common Edge, Cloud Connected PSTN, or Webex Calling PSTN 58.
- The Control Hub migration article for moving from UCCX to Webex Contact Center describes the discovery tool, configuration extraction, and bulk uploads, but contains no guidance on PSTN, SIP trunks, CUBEs, or codecs 30.
During earlier media updates, a PSTN Region field was added to entry point configurations, which VPOP tenants set to their VPOP region while Webex Calling tenants used it to select media processing locations independently of the entry point hosting region 40. Following that update, dialed number entry for VPOP tenants accepted free-form E.164 text rather than prepopulated values 29.
