Cisco Collaboration Flex Plan

Also known as A-FLEX-3, Collaboration Flex Plan 3.0, Flex 3.0.
Cisco Collaboration Flex Plan 3.0 provides subscription-based purchasing models for Cisco collaboration software and services across cloud, dedicated, and on-premises environments 252141. The structure encompasses meetings, calling, and contact center offerings under Enterprise Agreement, Named User, and Active User subscription frameworks 2342210.
Buying models
Flex 3.0 provides buying models across EA, NU, and AU 56:
- Enterprise Agreement (EA): Requires a minimum of 250 Knowledge Workers (KWs) 25. An EA covers all Knowledge Workers across the customer organisation rather than a chosen subset of users 23.
- Named User (NU): Has no general minimum quantity, except that Webex Suite NU and the Webex Meetings package require at least 5 users 42.
- Active User (AU): Operates as a usage-based subscription for Webex Meetings only, excluding calling and contact center 2. An AU subscription requires a minimum of 40 Active Users 3. For True Forward tracking, Active Users are measured as unique active meeting hosts, averaged over a rolling 90 days consisting of the past 3 30-day periods 4.
Flex 3.0 purchases and subscription modifications proceed through a certified Cisco partner or Cisco sales agent, with step-by-step quoting outlined in a separate ordering guide 45.
Calling options and migration
Flex 3.0 supports mixing deployment models, including Webex Meetings combined with on-premises calling and/or Webex Calling 41. Webex Calling includes 3 licence tiers: Professional (full-featured, multiple devices), Standard (single device), and Workspace (shared and common-area locations) 5. In an EA buying model, Webex Calling Workspace licences are included for 50 percent of the Knowledge Worker count 29. For EA customers deploying Unified CM, Common Area devices are included at 50% of the Knowledge Worker count 28.
Webex Calling Dedicated Instance, which delivers a Cisco-hosted Unified CM-based deployment alongside Unity Connection, IM and Presence, and Expressway, is available as an add-on under both the EA and NU models 21. In May 2026, AI Receptionist for Webex Calling was added to the Flex 3.0 data sheet as an add-on under EA and NU 1.
The Flex 3.0 Webex Calling migration entitlement provides support for 6 months on 12-month subscriptions and up to 18 months on subscriptions of 36 months or longer 40. During this period, customers transitioning from Unified CM to Webex Calling retain reactive Basic-level Cisco TAC support and licensing entitlement on the existing on-premises deployment 39.
Contact center subscriptions
Flex 3.0 Contact Center encompasses the cloud platforms Webex Contact Center and Webex Contact Center Enterprise, as well as on-premises platforms including UCCE, PCCE, and UCCX 10. Customers can mix deployment models and agent types under a single subscription, enabling agents to be deployed on-premises and/or in the Webex cloud with transition options across platforms 1115. Orders go through a local Cisco Certified Partner or Cisco sales agent, and a post-sale A2Q review request can be submitted via the reseller 14.
Licensing tiers and buying models for contact center are structured around Concurrent and Named models 6:
- Licence models: The Concurrent Agent model defines the maximum number of contact center users logged in simultaneously and applies across all contact center platforms 9. The Named Agent model tracks each unique contact center user logging in during a month and is available for Webex Contact Center only 12.
- Agent tiers: Contact center licensing is sold in Standard Agent and Premium Agent tiers under both models 6. Supervisors and administrators require a Premium Agent licence across all platforms 16.
- Term commitments and overage: Customers commit to agent counts for the full subscription term 8. For cloud contact center, agent overage is calculated monthly when usage exceeds committed quantities, permitting over-commitment usage without modifying the subscription 7. On-premises contact center subscriptions do not feature automatic monthly overage; customers exceeding licence counts must restore compliance by modifying the subscription or adding a second subscription 13.
Provisioning, administration, and True Forward
Flex 3.0 on-premises licences are delivered via the customer's Smart Account using details supplied by the partner at order entry 44. For cloud services, the partner identifies a provisioning contact who receives instructions to complete setup using the Collaboration Control Hub wizard 17. In May 2026, Webex Control Hub was renamed Collaboration Control Hub in the Flex 3.0 data sheet 19. When organisations maintain multiple subscriptions, the Control Hub License Summary tab aggregates usage across them and issues licence overage warnings 18. WarmTransfer's reading of the sources is that the undated Cisco Collaboration Flex Plan product page should not be relied on for current Flex 3.0 entitlements because it continues to reference retired product names including Webex Teams and Hosted Collaboration Solution 46.
Cisco applies a True Forward policy to address overconsumption across EA, NU, and AU Flex 3.0 subscriptions 56. Collaboration Control Hub acts as the source of truth for user counts and rolling average active user figures 20. Administrators can access True Forward metrics in Control Hub under Reports by selecting the "Meetings Active User Rolling Average" report for AU or the "Enterprise Agreement" report for EA 55.
Under True Forward automation—which applies to Active User Meetings (Spark and Flex) and Flex EA 3.0 for Webex Meetings, Webex Calling, and the Meetings plus Calling pack—Control Hub consumption details flow to Cisco Commerce Workspace 4948. On the True Forward Anniversary Date (TFAD), an order is automatically generated to increase licences to the minimum compliant quantity 48.
Cisco True Forward governs overconsumption adjustments and fees across contract terms 5453:
- Billing approach: True Forward bills overconsumption forward from the milestone date to the end of the EA term, avoiding retroactive billing typical of true-ups 54. The True Forward FAQ defines the fee as the price multiplied by consumption beyond current entitlement multiplied by the remaining term 53.
- Calculation baseline: The EA True Forward quantity compares purchased licences plus growth allowance against Entitled Users evaluated 1 month prior to the TFAD 50. To establish the deployed Knowledge Worker count, Control Hub selects the higher of assigned Meetings licences or assigned Calling licences; messaging assignments are omitted 22.
- Trigger thresholds: Outside the annual milestone, usage exceeding 115% during the term can trigger a semi-annual True Forward 47. Additionally, the Collaboration portfolio receives a one-time suite-level growth allowance at initial purchase, and exceeding 105% in the first 6 months can also initiate a True Forward 51.
Lifecycle milestones
Legacy offers transition to current subscriptions across several documented dates 323133343035:
