Meta charges WhatsApp Business Platform messages on a per-message basis upon delivery rather than when sent 11. Contact center platforms integrate with the WhatsApp Business Platform to route customer interactions, enforce messaging policy rules, and process inbound and outbound templates 12319.
Messaging policy and customer service windows
A 24-hour customer service window opens whenever a WhatsApp user messages a business 12. Each subsequent message from the user resets this 24-hour window 13. Within this window, a business can reply without using a message template 15. Meta permits contacting an individual only if that person provided their phone number or username and opted in to receive messages or calls 30.
Outside the 24-hour customer service window, a business may send messages only using approved message templates 27. Businesses must honor block or opt-out requests originating on or off WhatsApp, which includes removing the contact from business lists 28. WhatsApp opt-in guidance specifies providing clear directions for opting out of specific call or message categories and honoring those selections 26. Automated replies inside the 24-hour window are allowed only when prompt, direct, and clear escalation paths—such as phone, email, web support, or a human agent—are available 29. User feedback, including blocks and reports, can lead WhatsApp to limit outgoing call initiation or message sending volumes 25.
Pricing structure
Meta message rates differ by destination market and message category pair 31. Meta does not charge for service messages sent in reply during the 24-hour window opened by a user message 32. Meta also does not charge for utility messages sent in response to users 33. Meta classifies utility messages as non-promotional messages that are requested by or specific to a user (such as delivery updates) or critical to a user (such as tornado warnings) 34.
When a customer messages through an ad clicking to WhatsApp or via a Facebook Page call-to-action button, Meta does not charge for business messages delivered during the subsequent 72 hours 14. Meta provides volume tiers that reduce rates for authentication and utility messages as monthly volumes increase, with specific rates set by market, currency, and message category 35.
Amazon Connect
Amazon Connect integrates WhatsApp messaging through AWS End User Messaging Social by linking a WhatsApp Business Account (WABA) and phone number, then importing that number into an Amazon Connect instance 3. Enabling Connect as the event destination for the linked WABA in AWS End User Messaging Social initiates the number import process 4. AWS notes that automated WhatsApp business verification can require up to 2 weeks, and unverified or non-compliant accounts can be disabled by WhatsApp 2.
Within an inbound contact flow, WhatsApp contacts can be branched using the segment attribute Subtype set to connect:WhatsApp 8. AWS End User Messaging Social bills an AWS message fee alongside the Meta message fee for each WhatsApp message, billing the Meta fee through AWS 9. The AWS message fee is $0.005 per outbound message (with lower rates applying to India utility and authentication) and $0.001 per inbound message 6.
Amazon Connect imposes several WhatsApp channel limitations:
- Connect does not support read or delivery receipts for customer messages; delivery receipts displayed in WhatsApp reflect delivery to WhatsApp rather than Connect 7.
- Connect rejects inbound text messages exceeding 4096 characters 5.
- Attachments from customers are accepted only within an active contact, must not exceed 20MB, have captions removed, and cannot be stickers 1.
- Inbound location, contact, and reaction messages are not supported, and customer replies arrive stripped of reply context 10.
Genesys Cloud
Genesys Cloud embeds the WhatsApp Embedded Signup Flow to link a Meta business portfolio and WABA directly within the Genesys Cloud administration interface 19. Genesys specifies securing customer opt-in as a prerequisite prior to initiating interactions outside the 24-hour window 20. For WABAs onboarded through Genesys, Genesys attaches its credit line, absorbs Meta billing, and passes charges through on customer or partner invoices 18.
Standard templates must first be created and approved in the WABA before being added as canned responses in Genesys Cloud with matching name, language, and content 22. In contrast, WhatsApp carousel templates can be built and submitted to Meta directly from Genesys Cloud 17. An agent replying to a customer message older than 24 hours must select a template from Canned Responses with all required variables populated 21. Genesys Cloud currently supports only marketing and utility WhatsApp templates 24. Default WhatsApp performance limits in Genesys Cloud are 80 messages per second per phone number and an outbound rate limit of 300 messages per minute 23.
Webex Contact Center
Webex Contact Center digital channels are under controlled availability and restricted to customers who coordinate onboarding with the Cisco Solution Assurance team 36. WhatsApp routing utilizes an entry point configured with Channel Type set to Social Channel alongside the specific social channel type, with execution flows built in Webex Connect Flow Builder 38. To link a WhatsApp asset to Webex Contact Center, an administrator navigates to Assets > Apps > WhatsApp in Webex Connect, selects Manage and Register to Webex Engage, and finishes configuring the entry point in Webex Contact Center 42.
WhatsApp templates can be generated in Webex Connect under Tools > Templates, which submits them to WhatsApp and refreshes approval states automatically 43. Edits applied directly in WhatsApp Manager do not sync back to Webex Connect; template modifications require creating a new template in Webex Connect 40. When marketing templates are sent to an end user who has opted out of marketing communications, Webex Connect records error code 131050 41.
Webex Contact Center digital channel documentation notes that WhatsApp templates are currently unsupported 39. WarmTransfer's reading of the sources is that an agent in Webex Contact Center likely cannot re-engage a customer after the 24-hour window from the desktop and instead requires a Webex Connect template flow 37.
