A2P 10DLC is the standard US carriers put in place so that application-to-person SMS sent over 10-digit long code numbers to US end users is verified and consensual 8. Twilio states that anyone sending application-to-person SMS or MMS to the US over a 10DLC number must register for A2P 10DLC 12.
How 10DLC works
10DLC registration has 2 parts: a Brand that identifies the sending business and a Campaign that describes the message purpose and the opt-in and opt-out handling 5. Twilio states that unregistered 10DLC senders face carrier fees and increased message filtering, and that registering lowers filtering and raises throughput 39. 10DLC registration applies only to enabling SMS on a local number and is not required for voice calling on that number 44.
Azure Communication Services (ACS) describes brand vetting as producing a score from 1 to 100, with higher scores giving higher messaging throughput limits 43. ACS states brand vetting is generally required for brands not listed in the Russell 3000 index 42. Under The Campaign Registry changes Twilio applied from November 2022, customers that have an Employer Identification Number (EIN) cannot register as Sole Proprietor brands 19.
- Twilio lists a Sole Proprietor brand at about 1,000 message segments per day to T-Mobile and 1 campaign 37. Twilio gives Sole Proprietor brands a fixed 0.5 MPS MMS allocation regardless of score 11.
- Twilio positions the Low-Volume Standard brand for customers sending fewer than 6,000 message segments per day 33. Twilio lists a Low-Volume Standard brand at about 2,000 message segments per day to T-Mobile and up to 5 campaigns, and a Standard brand above 2,000 per day with up to 5 campaigns 34.
- From March 18 2026 Twilio set US 10DLC MMS rate limits by brand Trust Score: 75 and above up to 40 MPS per major carrier, 50 to 74 up to 20 MPS, and below 50 up to 5 MPS 10.
- ACS lists T-Mobile 10DLC daily SMS caps for Standard brands by vetting score: 75-100 at 200,000; 50-74 at 40,000; 25-49 at 10,000; 1-24 at 2,000; and 2,000 for low-volume mixed 31.
ACS also supports a UCaaS (Low Volume) campaign subtype for approved UCaaS applications where each phone number is tied to a human, such as employee texting 38.
Registration timelines and fees
Twilio says Customer Profile approval may take 72 hours or more and that campaign reviews are currently taking 10 to 15 days 36. Sources disagree on registration fees: ACS lists a one-time 10DLC brand registration fee of $4 and a one-time standard brand vetting fee of $40 6, whereas Telnyx lists a one-time 10DLC brand registration fee of $4.50 and a $15 manual campaign review fee per review 7.
ACS lists monthly 10DLC campaign fees of $1.50 Low Volume, $2 Sole Proprietor, $3 Charity, $5 Emergency, and $30 Franchise 1. RingCentral says a registered campaign has a 3-month minimum commitment before it can be deleted 16. WarmTransfer's reading of the sources is that the 3-month minimum seen at RingCentral and the 3-month up-front campaign billing at Telnyx likely come from a common upstream registry billing term rather than each provider's own policy 30.
Sources disagree on carrier surcharges: ACS lists the AT&T 10DLC carrier surcharge as $0.0020 per outbound segment and the Verizon surcharge as $0.0030 per segment on both outbound and inbound 3, whereas Telnyx lists registered 10DLC SMS surcharges of $0.003 for AT&T send, $0.0031 for Verizon send, $0.003 for T-Mobile, and $0.005 for US Cellular send, with AT&T and Verizon receive free 4.

Toll-free verification
Zoom says toll-free numbers are not covered by 10DLC and follow a separate verification process 53. RingCentral toll-free numbers must be verified for SMS but cannot be assigned to a 10DLC campaign 18. Twilio toll-free numbers cannot send SMS to the United States and Canada until toll-free verification is completed and approved 29. From January 31 2024 the toll-free messaging aggregator allowed only verified toll-free numbers to send SMS, blocking unverified and pending-verification traffic to US and Canadian numbers 27.
Microsoft estimates ACS toll-free verification at about 5 to 6 weeks end to end, with around 8 weeks when the aggregator has a high volume of applications 28. Twilio says a rejected toll-free verification may be resubmittable within 7 days 25.
ACS lists use cases that are ineligible for toll-free verification, including payday and other high-risk loans, gambling, cryptocurrency, debt collection, cannabis, alcohol, tobacco, and firearms 24. US carriers enforce STOP, START, and UNSTOP on US toll-free numbers and these cannot be overridden, with the carrier sending its own default reply 26.
Compliance and message delivery rules
Under 47 CFR 64.1200(f)(9), prior express written consent is defined as a signed written agreement that names the number and discloses that signing is not a condition of purchase 21. Under 47 CFR 64.1200(a)(10), a text reply of stop, quit, end, revoke, opt out, cancel, or unsubscribe is per se a revocation of consent 22. Revocation requests must be honored within a reasonable time not to exceed 10 business days from receipt under 47 CFR 64.1200(a)(10) 23. 47 CFR 64.1200(a)(12) permits 1 confirmation text after a revocation if it only confirms the request and contains no marketing, and 1 sent within 5 minutes is treated as within the prior consent 20.
Twilio handles the English opt-out keywords STOP, UNSUBSCRIBE, END, QUIT, STOPALL, REVOKE, OPTOUT, and CANCEL on long codes by default 35. After a recipient opts out, Twilio blocks further messages from that sender to the number and returns error code 21610 32.
Microsoft warns that many US carriers block SMS containing free public URL shorteners such as bit.ly and tinyurl.com, recommending a branded shortener domain instead 41. ACS SMS does not support text-to-911 in the US and leaves assessment of FCC text-to-911 obligations to the customer 2.
