Setting up Zoom Phone emergency calling

For Zoom Phone account owners and admins, and the telephony or network engineers working with them, setting up emergency calling for US or Canada sites on Zoom-provided or BYOC numbers..

Zoom Phone routes emergency calls to a Public Safety Answering Point (PSAP) when PSAP routing is turned on, and reports either a default address an admin assigns or, with nomadic emergency services, the address of a location matched from the caller's network data 55 59 46. This guide adds emergency addresses, sets the emergency carrier, configures the Internal Safety Response Team and emergency call alerts, and tests the result with Zoom's documented test methods 4 11 30 6 61 23.

Before you start

  • You need a Zoom Workplace license that includes Phone, or a standalone Zoom Phone calling plan, plus account owner or admin privileges 54.
  • List the emergency addresses you will need, because Zoom requires emergency addresses on the account before direct phone numbers can be bought 1.
  • Identify which of your numbers are BYOC numbers. For accounts with BYOC, the emergency carrier for US and Canada BYOC numbers can be "BYOC Carrier" or "ZOOM", and BYOC numbers outside the US and Canada are fixed to "BYOC Carrier" 11.
  • Identify a call queue for the Internal Safety Response Team. Zoom requires that queue to run "24 Hours, 7 Days a Week" with overflow set to "Disconnect" or "Forward to Call Queue" 31.
  • If you plan to use nomadic emergency services, collect the public and private IP ranges and the Wi-Fi BSSIDs for each place you want to locate users in 34. Nomadic emergency services work with the Zoom desktop app on Windows, macOS or Linux at the global minimum version, or with a provisioned desk phone 48.
  • The Zoom mobile app does not support nomadic emergency services, and emergency calls from it always route through the phone's native carrier 39.
  • For US sites, 47 CFR 9.16(b)(3) requires an automated dispatchable location for fixed on-premises phones from 6 January 2021. From 6 January 2022 it also requires one for non-fixed on-premises and off-premises devices where technically feasible, and it permits manual or alternative location information otherwise 27.

What changes by situation

Pick your answers to see only your path. Nothing is sent anywhere until you make a plan.

Will each user's emergency location be a fixed address an admin assigns, or should Zoom Phone detect where the user is from their network?
Which carrier will carry emergency calls placed from your numbers?

Two questions. One permanent page you can send to your manager.

Step 1 Confirm access and that your numbers can place emergency calls

Do

Confirm that you hold account owner or admin privileges on an account with a Zoom Workplace license that includes Phone, or a standalone Zoom Phone calling plan 54. Open Number Management > Phone Numbers and look for the SOS icon in the Capability column for each number your users will call from 57.

Verify

Every number that will be used for calling shows the SOS icon, because a number without it cannot reliably support emergency services 57.

Step 2 Add the emergency addresses

Do

In the Zoom web portal, go to Admin Center > Product configuration > Phone system > Company Info 4. Open the site's Settings tab, or Account Settings if multiple sites are disabled 4. Then open the Emergency Services tab, click Manage beside Emergency Address, click Add, enter the address and click Submit 4. An emergency address's Address Line 2 is limited to 60 characters, and an existing address that exceeds 60 characters must be shortened before an edit can be saved 2. Put the most important detail first in Address Line 2, because Zoom's best-practice guide warns that some emergency dispatch centres accept only 20 characters of that line 3.

Verify

US and Canada addresses are validated automatically when entered, while addresses in other regions may show a "Pending" status until Zoom reviews and approves them 5. Suggested check: confirm that every address you listed appears in the Manage list.

Rollback

To correct an address, use Edit in the last column of the address list, then click Submit 4.

Step 3 Give every user a default emergency address

Do

Go to Phone system > Users & Rooms and click the user 63. On the Profile tab, choose "Follow default company address", "Choose a company address" or "Choose a personal address", then click Done 63. To let users maintain their own addresses, turn on the "Emergency Address Management" toggle on the Emergency Services tab, and optionally tick "Prompt user to set or confirm a default address" 62. Users then manage personal addresses under My account > Zoom Phone > Settings > Personal Emergency Address 51.

Each user inherits a default emergency address from their assigned site when provisioned 15. That address is the fallback when neither a company location nor a personal location matches 15. For a US or Canada user who has never selected, created or confirmed an address and who has no network or GPS match, Zoom reports the location as "Unknown", and the carrier routes the call to a nationwide emergency clearinghouse for verbal location confirmation before it reaches a PSAP 43.

Verify

The user's Profile tab shows the intended address option 63. The location dashboard shows which users have set or confirmed a default emergency address 13.

Rollback

Reopen the user's Profile tab and choose a different option 63. To stop users managing their own addresses, turn off the "Emergency Address Management" toggle 62.

Step 4 Route emergency calls to the PSAP

Do

On the Emergency Services tab, turn on "Route Emergency Calls to Public Safety Answering Point (PSAP)" 55. For extensions without a local phone number, choose "Route emergency calls to PSAP" or "Don't route emergency calls to PSAP" 25. The second option sends those calls to the internal safety team 25. If you route those extensions to the PSAP, pick a caller ID method: "Temporary number from local emergency pool", "Temporary number from account emergency pool" or "Dedicated number" 25.

With either temporary pool number, a callback reaches the emergency caller for about 2 hours 53. The account-level pool is available for the US and Canada only, and a local pool needs unused numbers assigned through "Assign Numbers" 53. A dedicated number must be a direct number that belongs to a call queue or auto receptionist 14. PSAP callbacks to it go to that queue or auto receptionist, not to the person who called 14. For US sites, 47 CFR 9.16(b)(1) requires that a user can call 911 directly without dialling any additional digit, code, prefix or post-fix 26.

Verify

The "Route Emergency Calls to Public Safety Answering Point (PSAP)" toggle is on 55. Compare your configuration against Zoom's listed causes of emergency calls failing to reach a PSAP: a policy blocking extension-only users with no fallback team, a disabled user-level policy, PSAP routing disabled with no Internal Safety Response Team members, no emergency numbers and an empty site pool, no caller ID method configured, the account pool disabled and an empty site pool, and a site outside the US and Canada lacking ELINs 56.

Rollback

PSAP routing is turned off with the same toggle 55. Zoom lists PSAP routing disabled with no Internal Safety Response Team members as a cause of emergency calls failing to reach a PSAP 56.

Step 5 Set the emergency carrier

Do

The setting "Target Carrier for routing emergency calls placed by BYOC numbers" is offered on accounts with BYOC and applies to BYOC numbers, so there is nothing to set for Zoom-provided numbers 11.

Verify

Suggested check: confirm that none of the numbers your users call from are BYOC numbers.

BYOC numbers in the US or Canada, with Zoom selected to carry emergency calls

Do

On the Emergency Services tab, set "Target Carrier for routing emergency calls placed by BYOC numbers" to "ZOOM" 11. With Zoom-managed emergency routing, regular calls continue through the BYOC carrier and only emergency calls route via Zoom, at no additional cost 12.

Verify

The target carrier shows "ZOOM" 11. That value is offered only for US and Canada BYOC numbers 11.

Rollback

Set the target carrier back to "BYOC Carrier" 11. Zoom requires an ELIN for US or Canada BYOC accounts where Zoom is not the emergency carrier 22.

Do

On the Emergency Services tab, set "Target Carrier for routing emergency calls placed by BYOC numbers" to "BYOC Carrier" 11. For BYOC numbers outside the US and Canada, this is the only value 11.

Verify

The target carrier shows "BYOC Carrier" 11. Zoom sends no address information to BYOC carriers 9.

Rollback

For US and Canada BYOC numbers, the target carrier can be switched to "ZOOM" 11.

Step 6 Align the carrier's address of record for BYOC numbers

Do

For US and Canada emergency calls carried by Zoom, the address is embedded in the call signalling as PIDF-LO 52. An address change made in the Zoom admin portal takes effect without a carrier database update, so there is nothing to align with a carrier 52.

Verify

Suggested check: confirm that every address entered in the earlier address step is the one you want responders to receive.

BYOC numbers in the US or Canada, with Zoom selected to carry emergency calls

Do

Emergency calls from these numbers route via Zoom, so no carrier record needs to be aligned for them 12. On those calls the address travels in the call signalling as PIDF-LO 52. If you might later set the target carrier back to "BYOC Carrier", note that Zoom sends no address to BYOC carriers and that you are responsible for maintaining each number's emergency address with that carrier 9.

Verify

Suggested check: confirm that the target carrier still shows the value you set in the previous step.

Do

Have your carrier set each BYOC number's address of record to the emergency address you intend responders to receive 9. You are responsible for working with your carrier to update and maintain that address, and Zoom sends the carrier no address information 9. With static addresses, we infer that the location a PSAP sees depends on the address of record the carrier holds for the calling number, not on the emergency address stored in Zoom 58.

Verify

Suggested check: obtain written confirmation from your carrier of the address of record it holds for each number.

Rollback

Suggested rollback: ask your carrier to restore the previous address of record for any number you changed.

Step 7 Set up the Internal Safety Response Team

Do

Create or choose the call queue that will be used as the Internal Safety Response Team 31. That queue must have Business Hours of "24 Hours, 7 Days a Week" and Overflow of "Disconnect" or "Forward to Call Queue" 31. Its Greeting Prompt, Audio While Connecting and Music on Hold are disabled for emergency calls 31.

On the Emergency Services tab, turn on "Routing Emergency Calls to Internal Safety Response Team" and choose "To PSAP and Internal Safety Response Team simultaneously" 30. Then select the queue under "Target Call Queue" and click Enable 30. In that mode, team members get Listen and Barge controls on the call 29.

Verify

Suggested check: confirm the toggle is on and shows the queue you selected. Suggested check: confirm the queue rings during the test call in the final step.

Rollback

Suggested rollback: turn the Internal Safety Response Team routing toggle off.

Step 8 Add emergency call alert notifications

Do

Go to Admin Center > Account > Alerts & Notifications > Zoom Phone tab > Alerts > Add 6. Choose the module "Emergency Services Management" and the rule "Emergency Call Alert" 6. Add up to 10 email recipients and, optionally, up to 3 chat channels 6. Zoom Phone offers 4 notification channels that can be combined: email distribution lists, an Internal Safety Response Team call queue, Zoom Chat bot alerts and API webhooks 49. For US sites, 47 CFR 9.16(b)(2) requires the system to notify a central location at the facility or another designated person when a 911 call is placed 28.

Verify

Suggested check: confirm the alert appears in the alerts list with the recipients you intend. Suggested check: confirm those recipients receive the notification during the test call in the final step.

Rollback

Suggested rollback: switch the alert off or delete it.

Step 9 Turn nomadic emergency services on or leave them off

Static addresses only, with an assigned emergency address per user or number

Do

Leave the "Nomadic Emergency Service" toggle off and add no users under "Feature Testing" 45. Each user's default emergency address is then the one an administrator assigned, and it does not follow the user's physical location 59.

Verify

Suggested check: confirm the toggle is off and no users are listed under the feature testing list.

Do

Confirm that the address and PSAP routing steps are done, because nomadic emergency services require emergency addresses and emergency calling to be configured first 48. On the Emergency Services tab, use "Feature Testing" > Add to enable the feature for specific pilot users 45. Later, turn on the "Nomadic Emergency Service" toggle for all users 45.

Choose the optional settings you need from "Allow personal location", "Automatic Location Sharing (Windows only)", "Enable bootstrap mode", "Enable network switch detection for Mac clients" and "Email Recipients for Emergency Services Data Maintenance" 47.

Bootstrap mode lets users report their current location as a company location, or report network data for an existing location 7. The reported data needs admin approval before it becomes active, and the feature needs Zoom desktop app 5.4.0 or higher 7.

Verify

The location dashboard shows which users and sites have nomadic emergency services on 13.

Rollback

Turn the "Nomadic Emergency Service" toggle off, or remove the users from "Feature Testing" 45.

Step 10 Define company locations, network data and switch ports

Static addresses only, with an assigned emergency address per user or number

Do

Company locations, with their Wi-Fi access points, IP addresses and switch ports, are what nomadic emergency services match a caller's network data against, so skip this step when using static addresses 46.

Verify

Suggested check: confirm that no company locations were added for sites that use static addresses.

Nomadic emergency services, with the location detected from switch, Wi-Fi and IP data

Do

Go to Company Info > Account Settings > Emergency Services tab > Locations > Manage, select the site in the left panel and click "Add Location" 33. Add floors or wings from the parent location's "Sub Locations" tab with "Add Sub Location" 33. For each location, enter a Name and choose the Location Type "Emergency Address" or "GPS Coordinates" 34. Then enter IPv4 and IPv6 entries as public IP address and subnet or private IP address, separated by commas, and optionally add BSSIDs 34.

Enable "Apply minimum match criteria" so that the public and private IP must both match 38. Zoom recommends this because otherwise a VPN user sharing the office public IP can be matched to the office 38. Add VPN subnets to the excluded location list, which Zoom recommends so that VPN users get a prompt to confirm their emergency address instead of being matched 64.

For switch-port detection on wired networks, configure switches to send LLDP to connected devices with the Chassis ID and Port ID TLVs 32. Zoom recommends a timer of about 30 seconds, and an IP phone with a PC behind it must pass the switch's LLDP through rather than send its own 32. In Locations > Manage, select the location or sub-location, click Add next to "Network Switch", then click Save 60. For Mac clients, tick "Enable network switch detection for Mac clients", which needs the Location Helper package deployed 47. Switch-port detection is not supported on Linux 32.

Verify

Have users sign out of and back into their Zoom apps, which is required for added or updated locations to take effect 36. Emergency call logs record the network data detected at call time 13.

Rollback

The country or region of a location's emergency address cannot be changed without creating a new location 34. Suggested rollback: edit or remove the network entries of any location that matches incorrectly.

Step 11 Get users confirming addresses or sharing location

Static addresses only, with an assigned emergency address per user or number

Do

Ask each user to confirm their default emergency address by ticking the "Prompt user to set or confirm a default address" checkbox under "Emergency Address Management" 62. A US or Canada user who has never selected, created or confirmed an address and has no other match is reported as "Unknown" 43.

Verify

The location dashboard shows which users have set or confirmed a default emergency address 13.

Rollback

Suggested rollback: untick the prompt checkbox.

Nomadic emergency services, with the location detected from switch, Wi-Fi and IP data

Do

Make sure "Location Permission" is selected under Settings > Phone in each Zoom Workplace desktop app 35. Location sharing must also be on at the operating-system level for the client to report IP addresses, BSSIDs and switch ports 50. On Windows, admins can enforce it by Group Policy 50. On macOS it needs local administrator rights and cannot be reliably managed remotely 50.

Tell users that when Zoom Phone detects a network they have not reported before, desktop users see a prompt in the app to confirm or update their emergency address 41. Desk phone users get an email pointing them to their phone settings in the web portal 41. Tell mobile app users that nomadic emergency services do not apply to them and that their emergency calls route through the phone's native carrier 39.

Verify

The location dashboard shows which users have granted location permission and which have configured a detectable personal location 13.

Rollback

Without operating-system location sharing, the client cannot report the IP addresses, BSSIDs and switch ports that matching uses 50. Suggested rollback: have users clear the location permission setting in the app.

Step 12 Assign ELINs where the BYOC carrier carries emergency calls

Do

Zoom requires an ELIN for locations served by a BYOC carrier for emergency calling, and for BYOC accounts inside the US or Canada where Zoom is not the emergency carrier 22. ELINs are assigned to locations under Nomadic Emergency Services > Manage Locations 16. With static addresses, we infer that the location a PSAP sees depends on the address of record the carrier holds for the calling number 58.

Do

Zoom requires an ELIN for locations served by a BYOC carrier for emergency calling 22. On the Emergency Services tab, go to Nomadic Emergency Services > Manage Locations and open the "Lack of ELIN" tab 16. Click Set in the ELIN column for each location, choose a number and confirm 16. A "Personal Location" tab is available when personal locations are enabled 16. The number you choose must support incoming and outgoing calling and must have normal status 20.

Have your carrier update each ELIN's public address of record to match that location's emergency address in Zoom 17. At call time, Zoom sends the location's ELIN as the outbound caller ID, and the PSAP retrieves the address the carrier has registered for it 18. A callback to the ELIN reaches the originating extension for roughly 2 hours 18.

Verify

Suggested check: confirm that the "Lack of ELIN" tab no longer lists any location that needs an ELIN.

Rollback

An ELIN is removed from Manage Locations > the "Redundant ELIN" tab with Unbind, either for all redundant ELINs at once or for one ELIN from its ellipsis menu 24.

Do

ELINs are unnecessary for locations inside the US or Canada when Zoom is the carrier for emergency calls, so skip this step for those locations 19.

Step 13 Test before go-live

You are responsible for working with your carrier to maintain the emergency address tied to each BYOC number 9. We infer that with static addresses, the location a PSAP sees depends on the address of record the carrier holds for the calling number 58.

Before testing, confirm with your carrier that each ELIN's public address of record matches the emergency address configured in Zoom 17. Then follow Zoom's documented ERL/ELIN test 23. Create a test site with nomadic emergency services and emergency addresses 23. Route emergency calls with "To Internal Safety Response Team first, and route to PSAP after Max Holding Time", with Max Holding Time set to its highest value 23 30. Place an emergency call and have the safety team answer it before overflow 23.

Verify

In the call logs, the outbound caller ID equals the location's ELIN 23.

Rollback

Suggested rollback: remove the test site's emergency routing, or return it to simultaneous PSAP and safety team routing.

Do

From a provisioned client at each kind of location, dial 933 61. In the US and Canada, this reaches an automated test service that plays back the address that would be sent to the PSAP and triggers the configured emergency notifications, without contacting emergency services 61.

Verify

The emergency call log records the network data detected at call time and the PIDF-LO address sent 13. Suggested check: confirm that the address played back matches where the caller is sitting. Suggested check: confirm that the alert recipients and the safety team queue were notified.

Rollback

Suggested rollback: nothing needs reversing; correct any address or location that played back wrong and repeat the test.

BYOC numbers in the US or Canada, with Zoom selected to carry emergency calls

Do

From a BYOC-numbered user at each kind of location, dial 933 to reach the automated test service, which plays back the address that would be sent to the PSAP and triggers the configured notifications 61. Emergency calls from these numbers route via Zoom 12.

Verify

The emergency call log records the network data detected at call time and the PIDF-LO address sent 13. Suggested check: confirm that the address played back matches the caller's location and that notifications arrived.

Rollback

Suggested rollback: nothing needs reversing; correct any address or location that played back wrong and repeat the test.

Applicability

Applies to: Zoom Phone and multi-line telephone systems. Deployments: multi-tenant, any, and byoc. Sources checked 2026-10-01. In the US and Canada, dialling 933 from Zoom Phone reaches an automated test service 61. Zoom's best-practice guide says regions outside the US and Canada have no equivalent test number and that testing there should be coordinated with carriers and local authorities 44. An ELIN is required for every location whose emergency address is outside the US or Canada 22. For users and phones outside the US and Canada with no location match, Zoom reports only the originating caller ID to emergency services 42. The "ZOOM" target carrier option exists only for US and Canada BYOC numbers 11. The account-level emergency pool is available for the US and Canada only 53. Bootstrap mode needs Zoom desktop app 5.4.0 or higher 7. The regulatory requirements cited are those of 47 CFR 9.16 for the United States 26 28 27.

How to delete an emergency address is not covered by the sources below. How to remove a saved network switch entry from a location is not covered by the sources below. Whether dialling 933 is answered when the BYOC carrier is the emergency target, and what test line a carrier offers, is not covered by the sources below. How Zoom's ELIN requirement for BYOC-carried emergency calls applies to an account that uses only static addresses is not covered by the sources below. Whether a static address satisfies the dispatchable-location requirement for a particular workforce is not covered by the sources below.
