An emergency call alert is created at Admin Center > Account > Alerts & Notifications > Zoom Phone tab > Alerts > Add by choosing the module 'Emergency Services Management' and the rule 'Emergency Call Alert', with up to 10 email recipients and optionally up to 3 chat channels.
