Source note · Setting up Zoom Phone emergency calling
For US and Canada users with no network or GPS match, Zoom reports the user's default emergency address if the user has selected, created or confirmed one; if the user still has only the inherited site default, the location is reported as 'Unknown' and the carrier routes the call to a nationwide emergency clearinghouse for verbal location confirmation before it reaches a PSAP.
