Moving from Unified CM to Zoom Phone

Zoom Phone supports migration from on-premises PBXs through hybrid coexistence and cloud peering architectures 56​27. For organizations transitioning from Unified CM, interoperability relies on Session Border Controller (SBC) peering using Bring Your Own Carrier with Premises Peering (BYOC-P) and BYOP-P 11​27.

Interoperability and Hybrid Coexistence

Zoom describes three primary Zoom Phone PSTN service offerings: Zoom Phone Native, Bring Your Own Carrier with Cloud Peering (BYOC-C), and BYOC-P 56. Zoom Phone Provider Exchange connects a customer's carrier into Zoom Phone via cloud peering with no on-premises hardware, configured in the Zoom web portal under Number Management > Provider Exchange 40.

In a hybrid deployment with a legacy PBX, Zoom instructs administrators to enable the SBC for both BYOC-P and BYOP-P, mapping Zoom external contacts and routing rules to a SIP Group containing BYOP-P-enabled route groups to extend the private dial plan to Zoom 27. If interoperability with a legacy PBX is not required, only BYOC-P needs to be enabled at the SBC and route group levels 5. Route groups enabled strictly for BYOC-P provide third-party PSTN interoperability and do not support a private numbering plan 4. In the Zoom SBC configuration, the BYOP-P option enables extension-based dialling between Zoom Phone and an on-premises PBX through an SBC 11. Zoom's migration guidance notes that with BYOP, when a user dials an extension, the PBX queries both the on-premises PBX and Zoom Phone for that user 8.

Zoom's article titled "Setting up Cisco Unified Communications Manager (CUCM) with Zoom" configures a Unified CM SIP trunk to VCS Control or Expressway-C to deliver dual-stream content and improved meeting quality 29. WarmTransfer's reading of the sources is that this article covers video and meetings interoperability rather than Zoom Phone BYOP-P coexistence, and therefore should not be cited for Unified CM to Zoom Phone call routing 30.

For branch survivability, Zoom Phone Local Survivability (ZPLS) provides an on-premises virtual appliance that maintains internal calling between site users during Zoom data centre outages and integrates with an SBC for inbound and outbound PSTN routing 58.

SBC Architecture and Signaling Requirements

BYOC-P and BYOP-P connections traversed over the internet must use TLS 1.2 signalling and SRTP media encryption 28. The transport between Zoom and a BYOC-P/BYOP-P SBC is TLS only and cannot be modified 52. Signalling uses TCP port 5061, and media spans UDP ports 10000 to 64000, both operating bidirectionally between the SBC and Zoom 50. While Zoom Phone endpoints initiate outbound connections to Zoom data centres, BYOP SBCs require bidirectional connectivity 7.

SBC certificates must be issued by one of Zoom's approved certificate authorities, include the SBC FQDN in the Common Name (CN) or Subject Alternative Name (SAN), specify Server Authentication key usage, and include the full certificate chain with intermediates 47. If an SBC's IP address changes in Zoom, the administrator must delete and re-add the SBC 49. Zoom maintains a separate list of certified SBC vendors and models that have completed BYOC-P/BYOP-P interoperability testing 14.

Zoom mandates that an SBC meet standard protocol specifications:

  • SIP support adhering to RFC 3261 51.
  • DTMF transport according to RFC 2833 51.
  • Topology hiding conforming to RFC 5853 51.
  • Mandatory early offer SDP on INVITEs sent to Zoom, with Zoom outbound INVITEs also carrying an early offer 23​51.
  • Supported codecs including Opus, G.722, G.711 µ-law, G.711 A-law, and G.729 48.

Zoom does not accept SDP offers or media streams containing an SRTP Master Key Identifier (MKI) 54. For inbound calls, Zoom supports PRACK for early media but does not use SIP preconditions or the Replaces header 31. A dedicated SBC setting controls T.38 fax negotiation; if disabled, fax transmissions fall back to G.711 passthrough 55.

Dial Plans and Routing Logic

Dialling and routing parameters differ between BYOC-P and BYOP-P trunk configurations 9​4​11:

Calls into Zoom must use E.164 SIP URIs, or digit strings when using BYOP-P; URI dialling is unsupported on BYOC-P/BYOP-P trunks 57. For caller identification on outbound calls, Zoom places calling identity in Contact and P-Asserted-Identity (PAI) headers rather than Remote-Party-ID (RPID) 12. On inbound calls, Zoom accepts calling identity from RPID, PAI, and From headers 12.

Zoom SIP Groups link entities—including phone numbers, routing rules, external contacts, and emergency service configurations—to route groups, directing traffic to or from those entities through the assigned route groups to facilitate phased rollouts 53. Creating a BYOC-P/BYOP-P route group can take up to 48 hours to complete 45. Route groups distribute traffic either sequentially, beginning with the first configured SBC, or across SBCs proportionally via load balancing 46.

Phone Firmware Migration

Zoom Phone supports Cisco hardware only when running Multiplatform (MPP) firmware, identifiable by 3PCC, 3PC, or 3PW designations in the model number; Cisco phones running Enterprise (Unified CM) firmware are unsupported 17. All desk phones connecting to Zoom Phone must support TLS 1.2 34.

Converting Cisco 7800 or 8800 series phones from Enterprise to MPP firmware for non-Webex platforms requires a node-locked migration licence (L-CP-E2M-78XX-CNV= or L-CP-E2M-88XX-CNV=) tied to the device MAC address 21. While conversion to Webex Calling carries no licence charge, Cisco states that new hardware orders should purchase the destination SKU directly instead of converting Enterprise units 21​19. Cisco 8821 and 8831 models cannot be converted from Enterprise to MPP firmware 20. Before conversion, phones must run Enterprise firmware version 14.2.1SR1 or higher, and converted 8800 series audio phones with hardware version V15 or higher require MPP firmware 11.3.3 or later 22.

Migration Execution and Porting

Zoom recommends phased migrations when deploying without professional service partners, moving users by individual site or in increments such as 5% daily or weekly 33. For managed migrations, Zoom Professional Services provides 10 days of post-cutover hypercare support 42.

Number porting through the Zoom web portal permits batches of up to 100 numbers per request across the US, Canada, and Puerto Rico 35. Losing carriers take an estimated 3 to 5 business days to respond to these requests 36. For the US and Canada, port activation occurs at a fixed time of 11:30 AM Eastern Time and cannot be modified 38. Zoom advises pre-assigning ported numbers to users or system targets prior to the cutover date to minimize disruption 37. BYOC numbers deployed in Zoom can subsequently be migrated to Zoom native service by submitting a BYOC-to-native port request to Zoom Support accompanied by a signed Letter of Authorization (LOA), a recent carrier invoice, and a BYOC porting sheet 6.

Emergency Call Handling

Zoom Phone emergency call routing supports routing calls to a Public Safety Answering Point (PSAP, using 9-1-1 for US and Canada emergency addresses), an internal safety response team, both concurrently, or to the safety response team first followed by PSAP escalation if unanswered 25. Emergency addresses can be provisioned in any region or country, including locations where Zoom Phone does not offer native direct inward dialling 24. For BYOC configurations, administrators submit emergency addresses using CSV files for carrier validation; Zoom reports a "Carrier Update Required" status while address verification remains pending with the carrier 1.
