Setting InboundPstnCallRoutingTreatment (or InboundFederatedCallRoutingTreatment) to Voicemail sends those calls straight to voicemail without presenting them; if the user has no voicemail enabled the call is disconnected, and this takes precedence over other forwarding settings.
