Webex Calling bulk provisioning in Control Hub

Importing a Webex Calling CSV file causes the system to create, update, or delete associated elements depending on the field values in the file 29. WarmTransfer's reading of the sources is that Control Hub provides no single all-object Webex Calling import; bulk provisioning is instead split across separate per-object tools (such as user calling data, org-wide user CSV, devices, workspaces, numbers, call queues, hunt groups, auto attendants, and virtual lines), each with its own template, limits, and entry point, and most report through import history or the task manager 17.
CSV formatting and general conventions
If a mandatory field is missing from a record in a Webex Calling CSV import, that record is flagged for error 31. To clear a setting in an import, the administrator enters REMOVE in that column (the org-wide user CSV uses a different convention) 38. A blank cell means no change to the existing value 12.
Webex Calling CSV imports require dates in YYYY-MM-DD format 18. Microsoft Excel converts dates to MM/DD/YYYY when opening the file, and saving with that format causes the import to fail 18.
User provisioning
The org-wide Control Hub user CSV template, located at Users > Manage users by CSV, can add up to 20,000 users to an organization, though multiple CSV files must be uploaded and imported separately 42. This Control Hub user CSV no longer includes the UC Manager Profile, Calling Behavior, and Calling Behavior UC Manager Profile columns, as those settings are handled through a separate calling template 45.
Per-user calling features are managed through a separate CSV reached at Services > Calling > Service Settings > Manage User Calling Data 52. In this file, User Email is the only mandatory field, and all other fields are optional 49. Administrators preparing this CSV must not remove columns or headers, but may clear values in columns that should remain unchanged 30.
A Manage User Calling Data import is limited to 1000 records 51. When an export from this tool exceeds 1000 records, Control Hub downloads a ZIP file containing one CSV with the full data set and multiple CSV files of fewer than 1000 records each, ready for re-import 25. In Manage User Calling Data, the All Locations option in the location drop-down is disabled when an organization has more than 1000 calling users, requiring exports to be taken location by location 6. This is inferred: the documentation does not settle whether a Webex Calling user-data CSV may hold exactly 1000 records, because the user-data article states both "less than 1000" and "limited to 1000", while call queue and hunt group documentation specifies a maximum of 1,000 rows excluding the header 1.
Devices and workspaces
For Webex Calling devices, Cisco recommends at most 1000 devices per device CSV file, prepared from a recently generated template so workspace-license subscription data remains accurate 19. This limit is positioned as a recommendation rather than a hard cap 19.
Submitting a workspace CSV redirects administrators to the Control Hub task manager, which displays current and previous workspace jobs and provides a downloadable per-job error report 55.
Phone numbers
Control Hub can activate up to 500 inactive phone numbers at a time via Services > PSTN & Routing > Numbers 32. Bulk deletion of phone numbers is restricted to unassigned numbers 35. Furthermore, a phone number belonging to a block cannot be deleted unless every number in that block is unassigned 34.
Bulk number deletions and moves between locations execute as tasks in Control Hub Task Manager, where numbers that cannot be processed appear as errors 37.
Call queues, hunt groups, and auto attendants
A Webex Calling call queue CSV import may contain at most 1,000 rows, not counting the header 13. Call forwarding settings for a Webex Calling call queue cannot be modified in bulk through the CSV 16. A Webex Calling hunt group CSV import may contain at most 1,000 rows, not counting the header 26. Call forwarding settings for a Webex Calling hunt group cannot be modified in bulk through the CSV 28.

Each row of a call queue CSV can include at most 50 agents 14. The agent action column accepts ADD, REMOVE, or REPLACE, with REPLACE overwriting all previously entered agents 14.
As of the article's 2025-12-12 update, the auto attendant bulk CSV could not delete whole auto attendants, create, modify, or delete call forwarding rules, or create new schedules, listing these capabilities as coming soon 4. As of its 2025-12-12 update, the auto attendant article listed exposing the bulk CSV operations as external APIs as coming soon 2.
Task tracking and APIs
Full administrators as well as user and device administrators can manage Control Hub tasks, including tracking the progress and errors of CSV imports 40. In task management, errors can be retrieved via Export errors to CSV 39. Active tasks can be stopped by clicking X and are accessible from the Background tasks running indicator 41. In the Manage User Calling Data interface, View Import history/tasks displays status and errors, generating an Error.csv file in real time independently of whether downloads complete 24.
Cisco positions Webex Calling provisioning APIs—spanning people, locations, organization settings, person calling settings, and workspace settings—as a mechanism to automate bulk provisioning, pointing developers toward the wxc_sdk Python SDK as a helper 11.
