Porting phone numbers to Webex Calling transfers active numbers from an existing carrier to Cisco Calling Plans or associated PSTN connections 26​21. The workflow requires carrier documentation, adheres to structured validation windows, and provisions numbers directly within Control Hub 5​11.

Port order requirements and submission

A Cisco Calling Plan port order requires a Letter of Agency (LOA) to authorize Cisco to act on the customer's behalf with the losing carrier 26. Customers demonstrate ownership of the numbers using an LOA combined with a current bill or invoice from the current carrier 37. The uploaded carrier bill must be dated within the last 30 days, and Control Hub accepts it as a PNG or PDF file 5.

A customer administrator initiates a Cisco Calling Plan port order in Control Hub by navigating to PSTN & Routing > Numbers: Manage > Add, selecting the location and number type, and selecting "Port Numbers Over" 11. The workflow prompts for the numbers, requested completion date and time, carrier account details, the carrier bill, and the signed LOA 11. A single manual add-numbers action in Control Hub (not a port-order limit) supports up to 1,000 comma-separated numbers 3.

Control Hub distinguishes standard ports from mixed operator ports, which involve multiple network operators across a number block 30. In the US and Canada, toll-free numbers must be placed on separate port orders from DID numbers 51. Cisco Calling Plans support new, port, and move orders for inbound toll-free numbers when provisioned with the BCIBTFTN license, whereas non-geographic numbers are not supported 50.

Account rules and partial ports

Numbers associated with the same losing-carrier account must port simultaneously, even if divided across separate Cisco Calling Plan port orders 48. While a port order is pending for a specific losing-carrier account, additional numbers from that account cannot be submitted, and any second submission is rejected 40. If a partial port includes the account's Billing Telephone Number (BTN), a remaining number on the account is designated as the replacement BTN 38.

Throughout the porting process, the numbers must remain active with the losing carrier until porting is complete and verified 21.

Port scheduling, status, and activation

Port dates and times are requested within an operating window of 9 AM to 4 PM on regular business days, but requested dates remain unconfirmed until the losing carrier returns a Firm Order Commitment (FOC) 19​2. Cisco advises requesting a date at least 5 business days after submission, or 2 to 3 weeks for larger ports, with the requested date set at most 30 days after submission 23​22.

PSTN orders in Control Hub display one of seven statuses 35:

Before FOC receipt, customer administrators can change or cancel a Cisco Calling Plan port order in Control Hub without risk of the numbers porting 8. Once FOC is received, modifications or cancellations require submitting a case to Cisco PSTN Technical Support (PTS), and the losing carrier may still drop the lines on the scheduled date 7. Cisco PTS operates 24 hours a day, 5 days a week, with a target response time of 2 hours for new cases 46.

After activation occurs, Cisco advises allowing at least 15 minutes—or 30 minutes for project or complex ports—before numbers begin operating 4.

Rejections and troubleshooting

Losing carriers reject port orders for several common causes identified by Cisco: pending Local Service Requests (LSR) on the account, BTN or Account Telephone Number (ATN) mismatches, numbers that are inactive, disconnected, or absent from the end-user account, location information mismatches, missing passcodes or PINs, account number mismatches, and service address mismatches 10. Depending on the country, an order rejection can reset the porting SLA 47.

Specific errors in Control Hub follow standard remediation workflows:

  • Multiple BTNs: Cancel the current PSTN order and submit several new orders 16.
  • FOC rejected by losing carrier: Update the Port Complete date on the PSTN order and resubmit 15.
  • TN not portable: Remove non-portable numbers from the order and resubmit 17.

Number configuration and PSTN deployment options

Each Webex Calling location is configured with exactly one PSTN connection option: Cisco Calling Plan, Cloud Connected PSTN, or Premises-based PSTN via a local gateway 34. Numbers can be moved between Webex Calling locations only within the same country, provided both locations use the same PSTN provider or a local gateway 31.

By default, the Emergency Service Address (ESA) defined for a location applies to all of its numbers, including ported numbers, though individual users can be assigned custom ESAs 18.

In the partner view of Control Hub, imported numbers show as Pending immediately; admins can assign them to users, but they function only after the port completes 39. When adding numbers, admins can also enable "Activate Numbers Later", which leaves configured numbers inactive until they are activated; the activate-later article says to contact the carrier to activate them, while the inactive-numbers article describes activation under Services > PSTN & Routing > Numbers > More Options > Activate 1​20.

When changing an existing location's PSTN connection to Cisco Calling Plans, multiple port orders can be linked so that they complete together 25. The location's PSTN connection switches only after the final linked order completes, which can take up to 10 business days across multiple carriers 25. Portable numbers remain functional during the migration except for a brief interruption at scheduled completion 28. Migrations to Cisco Calling Plans cannot originate from an integrated IntelePeer location or a Dedicated Instance location, require inactive numbers to be cleared first, and must be initiated by customer administrators due to the required E911 agreement signature 29.

Premises-based PSTN with a local gateway is positioned for organizations retaining their existing carrier or linking on-premises sites to cloud sites 45. WarmTransfer's reading of the sources is that porting for a local gateway location is handled between the customer and their carrier outside the Cisco Calling Plan and PTS workflow, requiring only that numbers be added and activated in Control Hub 24.

Regulatory intervals

In the United States, interconnected VoIP providers are required by FCC rules to facilitate port-ins and port-outs without unreasonable delay and cannot enter into agreements restricting porting between providers 54. For simple wireline-to-wireline or simple intermodal ports, FCC regulations mandate completion within 1 business day 53. WarmTransfer's reading of the sources is that Cisco's 5-business-day minimum lead time does not conflict with the FCC 1-business-day standard, as the federal rule governs carrier-to-carrier execution following a validated request, whereas Cisco's interval encompasses end-to-end processing, validation, rejection resolution, and FOC scheduling 9.
