Teams Phone Mobile is a PSTN connectivity option for Microsoft Teams Phone in which a user's company-provided, SIM-enabled mobile phone number is also used as that user's Teams phone number 8. Users can make and receive business calls on that single number through either their smartphone's native dialer or Teams endpoints 9.

WarmTransfer's reading of the sources is that the offering was previously documented as Operator Connect Mobile, as Microsoft Learn documentation URLs continue to use the slug "operator-connect-mobile" 50.

Core capabilities and calling experience

Teams Phone Mobile is a PSTN connectivity option in which a user's SIM-enabled mobile number is also used as that user's Teams number 8. Users can move an active call from the smartphone's native dialer to the Teams app or another Teams endpoint without dropping the call 2. Microsoft lists combined call history, unified voicemail, Teams presence integration, call transfer through Teams, incoming calling preferences, and caller ID options as integrated capabilities 23. When a user is on a call placed or answered through the smartphone's native dialer, their Teams presence can indicate that they are in a call 43.

Incoming calling preferences can be managed across endpoints 23. By default, incoming calls ring the Teams app first on the user's SIM-enabled mobile device 7. Regardless of whether the primary preference is set to the Teams app or the native dialer, incoming calls simultaneously ring the user's other Teams endpoints on other devices 41.

In the Teams admin center, Mobility Policies provide a "Select a mobile dialer" setting with choices for Microsoft Teams (ring Teams first), Native Dialer (ring native dialer first), or User Controlled (users select their preference in the Teams iOS or Android app) 28. In PowerShell, the -MobileDialerPreference parameter of the New-CsTeamsMobilityPolicy cmdlet accepts the values Teams, Native, and UserOverride 11. The cmdlet reference lists the default value of -MobileDialerPreference as None, leaving it unstated in the reference itself which dialer rings first when the parameter remains unset 10.

Compliance recording can be enabled for calls placed through both the native dialer and the Teams app, provided the organization possesses the necessary subscriptions and services 5.

Architecture and licensing requirements

To use Teams Phone Mobile, users must have a Teams Phone license 46. Microsoft requires no licensing beyond Teams Phone when using a third-party PSTN operator, as PSTN costs are billed directly by that operator 34. WarmTransfer's reading of the sources is that the "Teams Phone Mobile licenses" referenced in migration procedures represent the standard Teams Phone license paired with an eligible carrier mobile plan, as Microsoft's add-on license overview lists no distinct Microsoft SKU for Teams Phone Mobile 33.

Users assigned Teams Phone Mobile numbers must be set to TeamsOnly coexistence mode, though the wider organization does not need to operate entirely in TeamsOnly mode 51. An organization can deploy the service to selected users rather than making it an organization-wide PSTN connectivity standard 49. Teams Phone Mobile can coexist alongside other connectivity models—such as Operator Connect and Direct Routing—within the same Teams tenant 4.

PSTN access, telephone numbers, US emergency screening services, customer support, and service level agreements (SLAs) are delivered by a certified Teams Phone Mobile partner, requiring a direct contract with that carrier 42. Microsoft documents the management model as "Participating mobile operator," contrasting with a shared model for Operator Connect and customer-managed SBCs for Direct Routing 24. Microsoft Learn directs administrators to the Microsoft 365 Teams Phone Mobile page on cloudpartners.transform.microsoft.com rather than publishing the list of participating operators and supported countries directly 38.

Unlike Operator Connect, Calling Plans, and Direct Routing, Teams Phone Mobile supports user phone numbers only; it does not support Audio Conferencing numbers or voice application numbers such as those used for Auto attendants and Call queues 54​56. Both Teams Phone Mobile and Operator Connect share baseline prerequisites: assigned Teams Phone licenses and users configured in TeamsOnly mode 36.

On the operator side, carriers offering Teams Phone Mobile must execute a dedicated agreement with Microsoft and provision subscribers using Operator Connect APIs rather than the Operator Connect Portal 37. Microsoft positions Teams Phone Mobile as an interworking architecture where Teams Phone System serves as the call control element 31. Historically, Azure Communications Gateway provided this interworking through its Mobile Control Point (MCP) IMS Application Server 25. MCP queried Microsoft Phone System to verify subscriber eligibility; if eligible, it inserted Phone System into the call path, and if ineligible or unreachable, it allowed the native cellular call to route normally without Teams services or client alerting 25​26. MCP signaling relied on HSS Initial Filter Criteria (invoked last in originating chains and first in terminating chains, except for CDIV calls) and used X-MS-FMC SIP headers added by Phone System to avoid loop conditions 27​59. Azure Communications Gateway was scheduled for retirement on October 30, 2025, with onboarding halted prior to that date 1.

Number management and onboarding

To onboard an operator, an administrator navigates to Voice > Operators in the Teams admin center, selects an eligible Teams Phone Mobile partner, selects operating countries or regions, enters contact details, accepts the data transfer notice, and clicks "Add as my operator" 22. During this flow, the administrator's full name and email address are automatically shared with the operator, company size is mandatory, and a phone contact is optional 6.

To link existing SIM-enabled numbers added to Teams, the customer contacts the operator for an eligible subscription and provides its Microsoft 365 tenant ID 52. Each subscriber requires an eligible mobile subscription with the participating carrier, which uploads the assigned numbers into the tenant once orders are processed 20​40. Administrators view uploaded numbers under Voice > Phone numbers and assign them to eligible users 40. Porting an existing wireline or desk-phone number directly onto a wireless Teams Phone Mobile subscription depends on regional and carrier support 58.

To remove an operator from an organization or region, administrators must first unassign all assigned user numbers in that scope and coordinate with the operator to release them 45. Releasing an assigned number requires the administrator to first unassign the user on the Phone numbers page (Edit > Remove user > Save) before selecting Release 44.

In PowerShell, Get-CsPhoneNumberAssignment -CapabilitiesContain accepts TeamsPhoneMobile alongside ConferenceAssignment, VoiceApplicationAssignment, and UserAssignment 3. However, the -NumberType filter parameter documentation only accounts for DirectRouting, CallingPlan, and OperatorConnect, containing no Teams Phone Mobile parameter value 35.

Number migration paths

Moving existing phone numbers into Teams Phone Mobile follows specific procedures depending on whether they originate from Calling Plans, Operator Connect, or Direct Routing 29​30​12:

  • Microsoft Calling Plans: The administrator unassigns the number from the user, the mobile operator ports the number onto an eligible wireless plan and uploads it to the tenant, and the administrator reassigns it to the user 29.
  • Operator Connect: The administrator unassigns the number, the original Operator Connect provider purges the number from the tenant, the Teams Phone Mobile operator ports the number onto an eligible wireless voice plan and uploads it, and the administrator assigns it 30.
  • Direct Routing: Migrations cause temporary service outages while in progress, requiring prior coordination with the carrier 12. Direct Routing number assignment must first be classified as online or on-premises by checking if OnPremLineURI in Get-CsOnlineUser contains an E.164 number 14. For numbers assigned on-premises, an administrator clears the line using Skype for Business Server (Set-CsUser -Identity <user> -LineURI $null) and verifies directory synchronization to Microsoft 365 15. For online assignments, the operator carries out the migration at a scheduled time, which may involve removing and re-adding the number 13. Once the number is removed, the administrator unassigns the voice routing policy using Grant-CsOnlineVoiceRoutingPolicy -Identity <user> -PolicyName $Null 17. Direct Routing number unassignment latency typically takes up to 10 minutes, extending in rare configurations up to 24 hours 16.

Emergency calling

Emergency calling is automatically enabled for all Teams Phone Mobile users, and emergency calls are routed automatically to the designated carrier 19. The partner operator handles all emergency calls originated from both the smartphone's native cellular dialer and the Teams application, maintaining responsibility for routing the call to the appropriate public safety answering point (PSAP) 39.

For native dialer calls, the carrier may resolve emergency caller location using geographic coordinates or the serving cell tower 32. For Teams clients, emergency address administration follows 1 of 3 operator-defined models: the operator assigns addresses and allows the admin to change them in the Teams admin center; the operator assigns none and lets the admin assign them; or the operator assigns them and does not allow admin changes, routing changes through the operator 21.

Dynamic emergency call routing is documented for the United States and Canada, where it is included directly within the carrier's service without requiring third-party routing add-ons 18​53. In Canada, emergency calls route to a national screening call center prior to transfer to the local PSAP 18. Microsoft documentation for security desk notifications lists Calling Plans, Operator Connect, and Direct Routing as supported architectures, omitting Teams Phone Mobile from the list of supported options 48.
