Zoom Phone routing and PSTN connectivity

Zoom Phone delivers PSTN connectivity through three primary models: Zoom Phone Native, Bring Your Own Carrier Cloud Peering (BYOC-C), and Bring Your Own Carrier Premises Peering (BYOC-P) 54. Inbound and outbound PSTN routing is determined by number type, configured regular expression routing rules, and SIP trunk peering parameters established with customer or provider infrastructure 324319.

PSTN connectivity models

Zoom describes Zoom Phone PSTN connectivity as three distinct service options: Zoom Phone Native, BYOC-C, and BYOC-P 54.

Zoom Phone Native utilizes Zoom's cloud infrastructure and underlying carriers for PSTN delivery 30. It does not require an on-premises Session Border Controller (SBC) or SIP trunk, requiring only an internet connection, a supported license, and a Zoom app or device 30.

BYOC-C connects one or more carriers directly to Zoom Phone data centers using cloud peering without on-premises hardware 1. Customers select an approved carrier from Zoom's Provider Exchange, entering into separate contracts and billing arrangements with that provider in addition to their Zoom Phone fees 2. An account owner or admin connects a Provider Exchange carrier from Number Management > Provider Exchange by selecting Connect and signing an authorization using the Zoom account name, or through the provider's marketplace listing and portal 38. Numbers provisioned through the carrier populate under Number Management > Phone Numbers on the Cloud Peering tab and can then be assigned to users 16. BYOC-C can be combined with Zoom Phone Native to access PSTN services not provided by Native alone 3.

BYOC-P connects a customer's on-premises SBC—which connects to a carrier—to the Zoom Phone cloud PBX while retaining cloud features like auto receptionists, call queues, and number assignment 9. BYOC-P customers must provide and maintain their own supported SBC to peer with Zoom Phone data centers 8. The telephony service provider chosen by the customer determines BYOC-P service areas rather than Zoom's native service territories 14.

Porting existing BYOC numbers over to Zoom native service requires a hand-signed Letter of Agency (LOA), a completed BYOC Porting Sheet, a toll-free LOA when toll-free numbers are involved, and a telephone bill from the last 3 months submitted to Zoom Support 15.

BYOC-P network and signalling architecture

Zoom Phone endpoints always initiate outbound connections into Zoom data centers, but BYOC-P SBCs require bi-directional connectivity with Zoom 7. SIP trunks are established from Zoom to customer SBCs within selected regions, supporting multiple regional connections with distinct IP addresses 13.

BYOC-P peering operates over two network models:

  • Over-the-top (OTT) Internet: Communication between the customer SBC and Zoom is secured via TLS 1.2 and SRTP 11.
  • Private Circuits: Dedicated SIP trunks link to 1 or more Zoom data centers in a region 12. Customers procure the circuits from a carrier and must run BGP peering using public ASNs and public IP addresses 12.

Signalling utilizes TCP/5061, while media uses UDP/10000-64000, which differs from standard Zoom client port ranges 24. Zoom maintains a list of certified SBC vendors and models tested for BYOC-P/BYOP-P interoperability 46. SBC requirements specify support for SIP (RFC 3261), DTMF via RFC 2833, topology hiding (RFC 5853), and SIP Early Offer on INVITE requests sent to Zoom 47. Required codecs for BYOC-P SBCs include Opus, G.722, G.711 mu-law, G.711 A-law, and G.729 49. SBC certificates must list the SBC FQDN in the Common Name (CN) or Subject Alternative Name (SAN), issue from an approved Certificate Authority with Server Authentication key usage, and present the complete chain including intermediate certificates 45.

Dial plans and call routing

Zoom structures its global dial plan on the E.164 numbering format, requiring all BYOC-P SIP trunks to send and receive E.164 strings 18. Outbound PSTN routing follows the number type: Zoom Native numbers egress through Zoom's PSTN service, while BYOC-P numbers egress via the customer premises SIP trunk 32.

Zoom's dial plan checks account-level external contacts first, then routing rules with site-specific rules before account-wide rules, and stops at the first match 19. External contacts whose routing path is set to a SIP group are treated as BYOP calls, so BYOC-only deployments should use PSTN routing or leave that field blank 22. Routing rules are regular expressions configured by administrators to route digit patterns to specific destinations and translate the called number prior to route selection 4344. If a routing rule sends a call to an internal extension located at another site, it must prepend that destination site's site code to the extension 53.

To route international and special-destination calls over BYOC, an enterprise account is required, the feature must be enabled at the account billing level under Countries/Regions on the BYOC tab, and individual users must be permitted via the International Calling policy 6.

SIP processing and failover mechanisms

BYOC-P administrative configuration is found in the Zoom portal under Product configuration > Numbers > BYOC Configuration 4. Setup follows a sequential process: add the SBC, build route groups containing SBCs, map route groups to SIP groups, assign SIP groups to numbers, and create routing rules when custom translation is required 5. Creating a route group may require up to 48 hours to complete 41. When a route group is assigned to BYOC-P, both calling and called numbers must be in E.164 format 42.

When configuring an SBC record, the signalling protocol defaults to TLS only and cannot be modified 52. Optional SBC settings include:

  • An "Allow REFER support to transfer calls" option (Zoom Phone only) that instructs Zoom to accept SIP REFER requests received from that SBC 48.
  • A "Use T.38 protocol for faxing" option (Zoom Phone only) enabling T.38 negotiation 51.
  • A Survivability IP Address field for accounts utilizing Zoom Phone Local Survivability 50.

Inbound and outbound SIP processing adheres to specific constraints:

  • Inbound calls to Zoom: The SBC must send an SDP offer in the initial INVITE (early offer); omitting it causes Zoom to reject the call with 488 Not Acceptable Here 26. Zoom accepts incoming calls only as SIP URIs with E.164 numbers or digit strings; Tel URIs and secure SIP URIs are rejected 31.
  • Outbound calls from Zoom: The Request-URI contains the E.164 destination for BYOC-P, whereas BYOP-P permits localized or E.164 formatting up to 24 digits 35. Calling name and number populate both the Contact and P-Asserted-Identity headers 34. Zoom does not support URI dialing on BYOC-P/BYOP-P trunks 31. Zoom supports PRACK for reliable 1xx responses but does not use REFER or SUBSCRIBE/NOTIFY on these trunks 56.

Zoom transmits a SIP OPTIONS keepalive to each SBC every 30 seconds 33. A trunk is declared down after 4 consecutive failed keepalives, requiring 90 to 120 seconds 33. Zoom triggers failover to an alternate SBC if the primary SBC fails the OPTIONS keepalive check or returns SIP response codes 403, 408, 480, 488, 500, 502, 503, 504, or 606 to an INVITE 23.

Emergency routing and local survivability

When emergency calls route to an internal safety response team call queue, the queue's business hours must be configured for 24 hours, 7 days a week, and its overflow destination must be set to either Disconnect or Forward to Call Queue 21.

For survivability deployments, any SBC certified for Zoom Phone BYOC can be paired with the Zoom Phone Local Survivability (ZPLS) module, allowing existing BYOC deployments to avoid purchasing a dedicated survivability SBC 59. During standard operation, the SBC routes inbound calls sequentially to primary and secondary Zoom data center SIP zones; the ZPLS module serves as a tertiary destination used exclusively during failover events 60.

During a survivability failover:

  • Outbound calls from the ZPLS module pass to the SBC's PSTN trunk, displaying the user's BYOC number as calling party identity 58.
  • Emergency calls present a single site-level Emergency Location Identification Number (ELIN), which must terminate on the failover SBC's PSTN trunk as a BYOC number 57.
  • The ZPLS module retains emergency callback routing to the originating caller for up to 2 hours 57.
