RedSky E911 for enterprise UC

RedSky Technologies, which describes itself as part of Everbridge, provides cloud-based emergency call routing and dispatchable location services across enterprise Unified Communications (UC) environments 81. RedSky positions E911 Anywhere as cloud-based 911 routing to the correct Public Safety Answering Point (PSAP) based on caller location, working with Cisco, Avaya, Mitel, and SIP-based systems 1.
Regulatory requirements and protocol foundations
Enterprise multi-line telephone systems (MLTS) in the United States operate under 47 CFR 9.16 and 47 CFR 9.3 24. Under 47 CFR 9.16(b)(1), an MLTS must let users dial 911 directly without any prefix, suffix, or trunk-access code such as 9 2. Under 47 CFR 9.16(b)(2), MLTS notification must start at the same time as the 911 call where technically feasible, must not delay the call, and must reach a place where someone is likely to see or hear it 5. Automated dispatchable location was required for fixed MLTS devices by January 6, 2021, and for on-premises non-fixed and off-premises devices by January 6, 2022, with manual or alternative location allowed where automatic is not technically feasible 3. The regulations define dispatchable location as the validated street address of the caller plus extra information such as suite or apartment needed to locate them 4.
These requirements align with standard location conveyance protocols:
- HTTP-Enabled Location Delivery (HELD, RFC 5985): An HTTP-based location configuration protocol that can return location by value as a PIDF-LO document or by reference as a location URI 18.
- SIP Geolocation Header (RFC 6442): Carries either a location URI to be dereferenced or a
cid:URI pointing to a PIDF-LO body in the same SIP message 19.
Cisco Webex Calling integration
Webex Calling enhanced emergency calling with RedSky applies to the United States, its territories, and Canada; locations in other countries keep using PSTN-provider emergency service 52. United States Webex Calling users receive the RedSky entitlement at no additional charge 55. Canadian Webex Calling users need separately obtained RedSky licensing through Cisco or a service partner 43.
Control Hub is linked to a customer's RedSky organization by entering the HELD Company ID and Secret Key shown in the HELD section of the RedSky portal 45. Cisco directs Webex Calling administrators to place 933 test calls before turning on routing of 911 calls to RedSky 54.
Location determination operates across several device types:
- Cisco MPP phones report their network environment to RedSky using HELD, and RedSky determines location by matching it against the customer's wiremap 49.
- The Webex App on desktop and mobile uses HELD+ to send the Wi-Fi access point BSSID, its IP address, and the upstream default gateway MAC address to RedSky 41.
- Cisco 9800 Series and 8875 phones can take civic location from LLDP-MED location TLVs sent by the network switch 46.
- Devices that do not support HELD, such as Poly VVX and Yealink phones, get a static location based on their caller ID number 51.
- Off-premises Webex App users whose network is not in the wiremap provide a dispatchable address themselves (nomadic E911) 50.
RedSky location detection for Webex Calling does not support VPN, and VPN interfaces are filtered out 56. Emergency calls placed over the native cellular network from a mobile device do not go through RedSky 44. Additionally, hold, conference, and transfer are unavailable during emergency calls on MPP devices in the Webex Calling RedSky service 48. Email and SMS recipients for 911 and 933 test call notifications are configured in the RedSky portal, and a location can have several recipients 40.
Cisco Unified Communications Manager integration
Unified CM Emergency Call Handling with RedSky is available from Release 12.5(1)SU6 and 14SU2 onwards 34. Cisco states that Emergency Call Handling with RedSky can be used without Cisco Emergency Responder emergency call routing 39.
The Unified CM RedSky configuration task flow is: Configure RedSky Server (SIP trunk), Configure Service Profile, Assign the Service Profile, then set up the SIP route pattern that routes calls to the RedSky trunk 37.
Cisco recommends connecting Unified CM to the RedSky server over a SIP trunk, and a predefined Lua script must be applied to that trunk for customer identification 36. The SIP profile normalization script used for the RedSky trunk in Unified CM is named redsky-alternate-id-interop 31.
The Unified CM service profile Emergency Calling section holds Enable Emergency Calling, the RedSky Organization ID and Secret, a Location URL, and Emergency Service Numbers 35. The Emergency Service Numbers field defaults to 911 and 933, separated by a comma 27. A service profile applies to a device only when the device's owner user ID is set 33.
During call execution, the endpoint stores the location URI that the RedSky server returns in response to a HELD request 30. When 911 is dialed, Unified CM places the previously saved location URI in the Geolocation header of the outgoing INVITE to RedSky 29. The RedSky server substitutes the appropriate ELIN and sends the call to the PSAP 28. Cisco's Unified CM guide states that E911 Anywhere sends SMS, email, and security desk screen alerts at the same time as the emergency call 32.
Horizon Mobility and MyE911
The RedSky Horizon Mobility portal provides central administration across administrator roles, which include Organization Administrator, E911 Administrator, E911 User Administrator, E911 Observer, and E911 Security 9. Horizon Mobility uses the customer's configured public IP addresses as a trusted source to check that HELD, HELD+, and MyE911 requests come from a corporate location 12. Within Horizon Mobility, wireless BSSID, LLDP chassis, and LLDP port discovery can each be enabled separately for an organization 10.
Remote and nomadic users can be tracked via the MyE911 client:
- The MyE911 client is available for Windows and macOS 15.
- A MyE911 for Windows user must first be provisioned in the RedSky Horizon Mobility portal by an Organization Administrator, and the installer needs Windows 10 or later 16.
- RedSky says MyE911 identifies and sends a dispatchable location when the user is on Wi-Fi or VPN, and lets users confirm or update their location 17.
For notifications, RedSky Enhanced Notification alerts carry the caller's name, callback number, extension, and location and go out by SMS, email, or Everbridge alerting 7. With the Everbridge Risk Events integration enabled, any 911 call with a known location automatically raises a Risk Event in Everbridge 11.
Microsoft Teams Direct Routing considerations
For Teams Direct Routing, dynamic emergency calling needs either a connection to an Emergency Routing Service (ERS) provider (US and Canada) or an SBC configured for an ELIN application 21. Direct Routing customers in the United States must coordinate emergency call testing with their ERS provider; the 933 test bot is for Calling Plan, Operator Connect, and Teams Phone Mobile users 22.
Teams Direct Routing adds location to the emergency INVITE only when the SBC's PidfloSupported setting is true 24. The Teams Location Information Service (LIS) matches network elements in the order WAP, Ethernet switch and port, Ethernet switch, then subnet, and uses the first match 23. Dynamic emergency calling, including security desk notification, is not supported on the Teams web client 26.
Microsoft's certified 911 service providers for Direct Routing are Bandwidth Dynamic Location Routing, Intrado Emergency Routing Service, and Inteliquent; RedSky is not on that list 20. WarmTransfer's reading of the sources is that using RedSky as the emergency routing provider behind Teams Direct Routing would put it outside Microsoft's certified ERS list, so Microsoft may reject related support cases 25.
