Troubleshooting Unified CM Smart Licensing

After installation, Unified CM operates under a 90-day evaluation period until registered with Cisco Smart Software Manager (CSSM) 21. Troubleshooting smart licensing requires verifying registration states, transport connectivity, and entitlement compliance across the cluster 2​32.

How it works

The Cisco Smart License Manager network service runs exclusively on the Unified CM publisher and cannot be started or stopped via the graphical interface or CLI 40. An initial registration to CSSM remains valid for 1 year and renews automatically every 6 months, though an administrator can force an update using Actions > Renew Registration Now 33​31. License authorization persists for 90 days if connectivity to CSSM or an on-premises satellite is interrupted, with automatic background renewals scheduled every 30 days or triggered manually via Actions > Renew Authorization Now 3​1. WarmTransfer's reading of the sources is that a registered cluster that loses contact with CSSM keeps a valid authorization for up to 90 days after its last renewal, preventing short outages from disrupting service immediately 27.

Regarding reporting schedules, sources disagree: the System Configuration Guide says licence usage information updates automatically once every 24 hours 55, whereas the Feature Configuration Guide says licence usage information updates once every 6 hours and can be updated manually with Update Usage Details 56. Moving an unassigned device to an owner user ID shifts its accounting category from Unassigned Devices to Users in the Unified CM License Usage Report 54. An Enhanced Plus licence covers a user with 2 associated devices, while a UWL licence covers a user with 3 and up to 10 associated devices 18​57. For meeting room endpoints, a TelePresence Room licence covers both the TelePresence device and a phone only when both have the same OwnerUserID; if the owners differ, 2 licences are needed 52.

Registration and evaluation enforcement

When the evaluation period ends without registration, Unified CM stops allowing new users or devices to be added until it is registered 19. Furthermore, a secure SIP trunk cannot be deployed while Unified CM runs in the 90-day evaluation period; the system must be registered to a Smart Account with export-controlled functionality allowed 20. Administrators enable higher encryption capabilities when generating the product instance registration token in CSSM by checking 'Allow export-controlled functionality on the products registered with this token' 22. Alternatively, an export-restricted licence can be requested via the CLI command license smart export request local CUCM_Export_Restricted_Authorization_Key 8.

TAC technote 212915 lists the Unified CM registration statuses as Unidentified/Unregistered, Registered, and Unregistered-registered Expired 32. The documented authorization statuses are No License in use, Evaluation Mode, Evaluation Expired, Authorized, Out of compliance and Authorization Expired 2. When a cluster falls out of compliance, Unified CM enforces a non-compliant licence state only after a 90-day overage period 29. Once non-compliance is enforced, Unified CM does not allow devices or users to be provisioned, and blocks user changes that affect licensing, such as turning IM and Presence or Mobility on or off 16​17.

Deregistering Unified CM from CSSM immediately releases all its licence entitlements back to the virtual account for other product instances to use 13. If Unified CM is deregistered while the cluster is in mixed-mode encryption, encryption stays on and the SmartLicenseExportControlNotAllowed alert tells the administrator to move the cluster to non-secure mode 12. Reregistering Unified CM with a token from a different virtual account moves the product instance to that virtual account 34.

Transport methods and connectivity

From Unified CM Release 15SU2, Call Home is deprecated as a Smart Licensing transport mode and Smart Transport is introduced as the new transport mode 7. Direct cloud connectivity requires DNS that resolves tools.cisco.com for Call Home and smartreceiver.cisco.com for Smart Transport 14. WarmTransfer's reading of the sources is that Unified CM 12.5(1) most likely has no Smart Transport option and uses Call Home-era transports (direct, proxy, transport gateway, satellite) 58.

WarmTransfer's reading of the sources is that a fresh 15SU2+ Unified CM install in direct mode probably cannot register while smartreceiver.cisco.com is unresolvable or unreachable, because fresh installs support only Smart Transport and have no Call Home fallback 26.

Unified CM's HTTP/HTTPS proxy transport setting takes a proxy IP address or host name and port, with optional authentication by user name and password 30. For offline architectures, Cisco Smart Software Manager satellite supports Smart Transport from satellite version 7-201907 onwards 38. Transport settings for a satellite take the satellite's address and port in the form fqdn:port 37. A Unified CM cluster in dual-stack mode supports a satellite configured with IPv4 and IPv6 addresses 15.

Specific License Reservation (SLR)

Enabling Specific License Reservation allows completely offline licensing, but the customer must open a case with the Cisco Licensing team to get the SLR option enabled on a Smart Account for Unified CM 43. Specific License Reservation on Unified CM is configured from the CLI only; there is no GUI option 41. Licences reserved for a Unified CM SLR instance stay blocked in Cisco License Central until the product releases them with a return code 47. When Specific License Reservation is enabled on Unified CM, voucher generation for cloud onboarding is not supported, and Unified CM does not automatically borrow licences from a higher tier 45​44. In connected deployments, CSSM substitutes available higher-tier Unified CM licences to cover lower-tier requirements 51.

Under Specific License Reservation, the status NOT AUTHORIZED - RESERVED means the reserved entitlement does not cover current licence consumption 46. A Session Management Edition cluster registered with Specific License Reservation needs a minimum set of licences reserved in CSSM when the SLR authorization code is generated 49. An operational Unified CM returns SLR licences with 'license smart reservation return', which produces a return code; for a non-operational product the customer must contact TAC to remove the product instance from the Smart Account 48.

Diagnosing failures

For Unified CM Smart Licensing registration problems, TAC asks for a packet capture taken from the CUCM CLI and the License Manager logs 53. Administrative registration can be forced or re-run from the CLI with license smart register idtoken <token> [force], and Unified CM can be deregistered with license smart deregister 11. In Cisco HCS with HLM/CAA, error UCAPI1010 'Registration with Smart Agent failed' means checking the proxy connection and Unified CM connectivity to CSSM, then the CAA/HLM logs 25.

Known defects can affect transport and compliance:

  • Known bug CSCvh16069 is that a Smart Licensing satellite cannot borrow a licence from a higher tier to bring Unified CM into compliance 6.
  • Known bug CSCvc94366 is that Unified CM Smart Licensing registration does not accept proxy port 443 5.
