Source note · Troubleshooting Unified CM Smart Licensing
If Unified CM is deregistered while the cluster is in mixed-mode encryption, encryption stays on and the SmartLicenseExportControlNotAllowed alert tells the administrator to move the cluster to non-secure mode.
