Unified CM dial plan partitions and calling search spaces

Verified 2026-09-24 · 59 sources · tier 2

Unified CM partitions divide the route plan into logical subsets based on accessibility requirements, organization, location, and call type 30. Calling search spaces (CSSs) act as ordered lists of these route partitions 10.

Partition and CSS Structure

In Unified CM 15, a partition is a logical group that can contain route patterns, directory numbers, translation patterns, transformation patterns, URIs, and hunt pilots 25. Partition names can contain alphanumeric characters, spaces, hyphens, and underscores 28. Partitions are configured in Cisco Unified CM Administration under Call Routing > Class of Control > Partition 27. A Unified CM 15 partition can also carry an optional time schedule that specifies when the partition is available to receive incoming calls, with the time zone originating from the device or a specifically configured zone 31.

A calling search space consists of an ordered list of route partitions 10. A CSS name can be up to 50 characters and may contain alphanumerics, spaces, periods, hyphens, and underscores 13. In Unified CM 15, the partition configuration task flow requires configuring partitions in step 1 before configuring calling search spaces in step 2 36.

In releases through 11.0, any device making a call can reach any Unified CM dial plan entry left in the <None> partition, regardless of its assigned CSS 23. Cisco recommends not leaving dial plan entries in the <None> partition to avoid unexpected results 24.

Partition Limits and Character Constraints

In Unified CM 15, the list of partitions inside a calling search space is limited to 1024 characters, meaning the maximum number of partitions depends directly on partition name lengths 11.

Maximum Partitions Partition Name Length Supported Release
170 2 characters CallManager 4.1(3) 26
32 15 characters CallManager 4.1(3) 26
92 10 characters Unified CM 15 14
64 15 characters Unified CM 15 14

In CallManager 4.0(1), an individual CSS was limited to 512 characters, which was half of the 1024-character limit on the combined device and line CSS clause 12.

Concatenation and Digit Analysis

When a calling search space is assigned to both a caller's phone and directory number, Unified CM 15 concatenates the two to create the caller's effective CSS 9. In CallManager 4.0(1), the two are concatenated with the line CSS placed ahead of the device CSS 18. For an IP phone on Unified CM 11.0, where both device and line carry a CSS, the line CSS takes precedence over the device CSS 19. In Unified CM 12.5(1), a call from a line whose CSS differs from its phone's CSS searches the partitions of both calling search spaces 20.

In CallManager 4.0(1), digit analysis searches every partition in the calling search space for the best match 2. The order of partitions in a CSS only breaks ties between equally good matches across different partitions 29. In Unified CM 12.5(1), when two patterns match dialed digits equally well, digit analysis selects the pattern whose partition is listed first in the CSS 37. WarmTransfer's reading of the sources is that because Cisco documentation from 4.0(1) and 12.5(1) consistently states that partition order only breaks ties between equally specific matches, the same closest-match behavior very likely applies in Unified CM 15 5.

Routing Logic and Pattern Transformations

Unified CM routes off-net calls through route patterns, which point to route lists, which contain route groups that distribute calls to gateways and trunks 34. Local route groups let off-net calls use the gateway defined by the calling device's device pool instead of the gateway configured on the route pattern 21. In Unified CM 15, each route pattern must have a unique combination of partition, route filter, and numbering plan 35. In route patterns, the @ wildcard matches all numbers recognized by the national numbering plan (for example, 9.@ routes or blocks all such numbers) 1. Route filters are mandatory when a route pattern is based on a numbering plan installed via a dial plan installer file 33.

When a translation pattern matches, Unified CM applies the translation and routes the call again using the CSS configured directly on that translation pattern 40. Transformation patterns are assigned to a partition and take effect through calling search spaces containing that partition 38.

The Unified CM 15 call routing task flow requires configuring translation patterns and calling/called party transformation patterns first, followed by optional local route groups, route groups, route lists, and route filters, then route patterns, and finally optional AAR and time-of-day routing 3.

Webex Calling Coexistence and Migration

For Unified CM and Webex Calling coexistence, Cisco states a dedicated Webex Calling partition on Unified CM is required to establish a differentiated class of service for calls originating from Webex Calling 53. To avoid call loops, the inbound CSS on the Unified CM trunk from the Local Gateway should not have access to this Webex Calling partition 17. The Webex partition must be added to the inbound CSS on Unified CM PSTN trunks so PSTN calls to Webex Calling numbers can route 32. Cisco's coexistence design also uses translation pattern CSS inheritance ("Use Originator's Calling Search Space") to support dialing normalization patterns 39.

Cisco lists several coexistence dial plan requirements for Unified CM, including +E.164, extension and abbreviated inter-site dialing to Webex Calling, forced on-net dialing in both directions, call-back from missed-call directories, and PSTN routing based on the chosen PSTN strategy 6. Cisco's configuration includes:

  • Adding a route pattern for each DID range hosted on Webex Calling using the full +E.164 pattern with a leading backslash and pointing to the RL_Webex route list 42.
  • Assigning the Unified CM SIP trunk to Webex (via the Local Gateway) an AAR CSS reaching only PSTN reroute patterns (PSTNReroute) 43.

Webex Calling internal extension lengths can range from 2 to 10 digits (defaulting to 4) 50. Location routing prefix lengths span 1 to 7 digits and include the steering digit (a length of 4 leaves 3 digits for the site code) 57. When extensions overlap between locations, Cisco instructs administrators to build an enterprise numbering plan by prefixing extensions with an access code and site code 49. Cisco design guidance also specifies setting the maximum unknown extension length in Webex Calling so calls from on-premises call control into Webex Calling are classified properly 52.

The Webex Calling "Allow extension dialing between locations" toggle is enabled by default and works if extensions do not duplicate across locations; when disabled, extension calls route to matching extensions in the caller's own location 51. When a location enables routing of unknown extensions, calls to unknown 2-10 digit extensions route to the selected trunk or route group as premises calls 58.

Webex Calling dial plans route calls to on-premises destinations over trunks or route groups, are configured for the entire enterprise, and apply to all users regardless of location 46. Dial patterns in Webex Calling only allow X (one digit) and ! (any digit sequence, E.164 only, once at the end); X cannot appear mid-number or combine with ! 45.

Outgoing call permissions in Webex Calling can be configured for locations, users, workspaces, and virtual lines 55. Permissions can allow or block internal, toll-free, national, international, operator assistance, chargeable directory assistance, special services I and II, and premium services I and II call types 44. For each call type or digit pattern, administrators can choose Allow, Block, Require Authorization Code, or Auto-transfer to number 1, 2, or 3, and can separately control call transfers and forwards 54. Webex Calling permits up to 500 outgoing-permission digit patterns per location, user, workspace, or virtual line 47. Custom digit patterns on a user, workspace, or virtual line apply first, falling back to location settings if none match, and digit patterns take precedence over permissions by call type 48.

WarmTransfer's reading of the sources is that Unified CM class of service built from tiered CSSs corresponds most closely to Webex Calling outgoing call permissions by call type and digit pattern rather than Webex Calling dial plans 7. Furthermore, we infer that because Webex Calling dial plans are enterprise-wide, per-device or per-line routing differences expressed in Unified CM with different CSSs cannot be reproduced through Webex Calling dial plans alone 22.
