Expressway and Mobile and Remote Access

Verified 2026-09-24 · 60 sources · tier 2

Also known as MRA.

Cisco Mobile and Remote Access (MRA) forms part of the Cisco Collaboration Edge Architecture 8. It allows Unified CM to provide registration, call control, provisioning, messaging, and presence to endpoints such as Cisco Jabber when those devices are outside the enterprise network without requiring a VPN connection 840.

Architecture and Core Configuration

MRA operates through paired Cisco Expressway servers: Expressway-C on the internal network and Expressway-E on the network edge 5453. Placing Expressway-C in a DMZ that uses static NAT is not a supported deployment; Expressway-E is used for that position 54. Remote endpoints locate Expressway-E through a public DNS SRV record named _collab-edge._tls.<domain> 6. Cisco recommends a single domain with split DNS as the ideal MRA configuration 50. Cisco does not support third-party network load balancers between MRA clients and Expressway-E 39.

To enable MRA, Unified Communications mode must be set to Mobile and Remote Access on both Expressway-C and Expressway-E 52. The two systems link through a traversal zone of type Unified Communications traversal, which uses TLS and media encryption 53. On Expressway-C, an administrator adds the publisher nodes of Unified CM, IM and Presence Service, and Unity Connection; running Refresh Servers then discovers the subscriber nodes 19.

Access control on Expressway-C sets the authentication path, offering SAML SSO, UCM/LDAP basic authentication, or combinations of both, alongside optional OAuth token with refresh 4. Basic MRA requires a minimum Unified CM version of 10.0 35. Within a single deployment, Cisco advises configuring no more than 10 deployment partitions and no more than 75 domains 9.

Port Usage

Connections across the MRA architecture utilize specific port ranges between the remote client, Expressway-E, and Expressway-C 434234:

Connection Path Protocol and Port Traffic Type
Off-premises endpoints to Expressway-E TLS 5061 43 SIP signaling 43
Off-premises endpoints to Expressway-E TLS 8443 43 HTTPS/UDS 43
Off-premises endpoints to Expressway-E TCP 5222 43 XMPP 43
Off-premises endpoints to Expressway-E UDP 36000-59999 34 RTP/RTCP media 34
Expressway-C to Expressway-E TCP 7001 42 SIP signaling 42
Expressway-C to Expressway-E TCP 2222 42 SSH tunnels 42
Expressway-C to Expressway-E TCP 7400 42 XMPP 42
Expressway-C to Expressway-E UDP 2776-2777 (UDP 36000-36011 on large systems) 42 Traversal media 42

Endpoint Onboarding and Feature Support

MRA cannot provision certificates, including CAPF, to remote endpoints; CAPF enrollment must occur on premises inside the firewall before a device is deployed remotely 37. Cisco Jabber Video for TelePresence does not work with MRA 33.

Activation-code onboarding of phones over MRA requires Expressway X12.5.1, Unified CM 12.5(1)SU1, and IP phone firmware 12.5(1)SR3 or later 1. This onboarding method requires Cisco Manufacturing Root certificates in the Unified CM CallManager-trust store and the OAuth Refresh Login Flow enterprise parameter set to Enabled 2. The onboarding deployment chapter lists the following supported phone models: 7811, 7821, 7832, 7841, 7861, 8811, 8832, 8832NR, 8841, 8845, 8851, 8851NR, 8861, 8865, and 8865NR 3.

Additional endpoint and calling features require specific prerequisites:

  • Push Notifications: MRA push notifications deliver calls and messages to backgrounded iOS and Android Jabber clients using Apple and Google cloud services 45.
  • SIP Path Headers: SIP Path headers must be enabled for Shared Lines, Multiple Lines, Built-in Bridge (BiB) call recording, Silent Monitoring, and Key Expansion Modules; Cisco recommends Unified CM 11.5(1)SU4 or later 49.
  • Session Persistency: Allowing a device to roam across networks without dropping an active call requires Unified CM 14SU1 or later 48.
  • BiB Call Recording: Utilizing BiB recording over MRA reduces call capacity to about one-third of standard capacity 5.
  • ICE Media Path Optimization: Interactive Connectivity Establishment (ICE) lets MRA endpoints route media directly to each other, bypassing the WAN and Expressway servers 27. This requires Expressway-E configured as a TURN server to supply relay candidates 31. ICE passthrough requires encrypted internal signaling between Expressway-C and Unified CM, with Unified CM in either SIP OAuth or mixed mode 28. ICE Media Path Optimization is not tested or supported with Webex Hybrid Services, Jabber Guest, CMR Cloud, or B2B calling, and HCS Contact Center does not support ICE passthrough 30.

Licensing and Capacity

The Expressway licensing model classifies MRA calls (Unified CM remote sessions) as Registered calls, meaning they do not consume Rich Media Session (RMS) licenses 38. An RMS license covers either 1 video call or 2 audio-only SIP calls 47.

MRA registrations proxied to Unified CM have specific platform limits: 5000 registrations on the CE1200 appliance, and 2500 on both the CE1100 appliance and the Large VM deployment 46.

TLS Certificate Changes (FN74362)

Starting in May 2026, public Certificate Authorities (CAs) will stop issuing certificates containing combined Server Authentication and Client Authentication Extended Key Usage (EKU) fields 24. Because Expressway mTLS connections expect both EKUs, Field Notice FN74362 identifies Expressway versions X14.0.0 through X14.3.7 and X15.0.0 through X15.3.2 as affected 2124. Expressway-C and Expressway-E must be upgraded to the same fixed release 25.

Workarounds identified in FN74362 include switching to a CA that continues issuing combined-EKU certificates, renewing combined-EKU certificates prior to the sunset, or moving Expressway-C to a private PKI 26. Fixed software releases implement architectural updates:

  • Expressway X15.4: Under FN74362, X15.4 allows Expressway-E to upload a certificate containing only the Server Authentication EKU 23.
  • Expressway X15.5: X15.5 adds a UI that separates client and server certificates and options to turn off EKU checking 23. Upgrading from X15.4 copies existing server certificates into the client certificate store 56. X15.5 introduces the CLI parameter xconfiguration SIP TLS Certificate ExtendedKeyUsage Checking Mode, which defaults to ON; setting it to OFF halts client EKU checking on inbound SIP TLS while maintaining server EKU verification 57. The X15.4 CLI setting xConfiguration XCP TLS Certificate CVS EnableServerEkuUpload is no longer used in X15.5 59.

Webex Calling Dedicated Instance Integration

The Webex Calling Dedicated Instance add-on bundles Cisco Unified Communications Manager, optional Cisco Unified IM and Presence, Cisco Unity Connection, Cisco Expressway, Cisco Emergency Responder (Americas region only), and optionally Cisco Session Management Edition 60.

Expressway-C and Expressway-E are deployed during Dedicated Instance service activation for MRA and B2B calling 13. Signaling and media between endpoints and Expressway nodes in Dedicated Instance are always encrypted 10. Dedicated Instance customers are entitled to MRA for 100% of their Knowledge Worker license count and B2B calls for 5% of it 12. At initial activation, operations teams deploy MRA scaled for 20% of Knowledge Worker licenses; customers can expand to the full 100% entitlement based on consumption by submitting a Cisco Support case 14.

In Dedicated Instance environments:

  • Conditional DNS forwarding is unnecessary for MRA registration because Cisco pre-provisions all external DNS records required by MRA 11.
  • The Webex app can register to Unified CM either through direct peering or over MRA, with the MRA path supporting ICE 18.
  • Enabling secure Webex app registration and SRTP requires SIP OAuth across all applications, including Unified CM, Unity Connection, and Expressway 16.
  • The Voice Service Domain defined in the Control Hub UC manager profile must match the domain Cisco provides for that Dedicated Instance region 17.
