RingCentral UCaaS platform and PSTN

Verified 2026-09-24 · 20 sources · tier 2

Also known as RingCentral MVP, RingEX.

The RingCentral platform provides cloud PBX functions alongside PSTN connectivity options that include customer-managed gateways 12. Network engineering guidelines, emergency services policies, carrier models, and REST API rate limits govern deployment and administration across the platform 195159.

Network requirements and QoS guidelines

RingCentral QoS guidelines specify targets of under 150 ms one-way latency, under 1% packet loss, and under 30 ms jitter 19. RingCentral QoS guidelines classify voice media as DSCP 46 (EF) 18. RingCentral QoS guidelines classify video media as DSCP 34 (AF41) 17. RingCentral QoS guidelines classify SIP signalling as DSCP 26 (AF31) 16.

RingCentral soft endpoints mark media with the proper DSCP, but the operating system may reset it to DSCP 0 20. RingCentral suggests an OS group-policy override or remarking at the first Layer 3 device 20.

Busy Lamp Appearance on RingCentral phones in the UK uses the normal signalling ports with SIP NOTIFY, and ports 5098 and 5099 need opening for BLA only when line sharing is used 11.

Emergency services policies and operational limits

RingCentral's emergency services policy requires the customer or account administrator to register the physical address for each direct dial line immediately upon activation 5. Emergency address changes take effect in real time in the US and Canada but can take substantially longer (stated as up to 24 hours or 10 days) in other countries 1. RingCentral's emergency services policy states emergency calling will not work during an Internet or power outage 4.

RingCentral's policy sets limitations on call handling based on client type, extension configuration, and physical location 263:

  • The RingCentral smartphone app cannot place emergency calls over Wi-Fi and hands them to the device's native dialer, so tablets without cellular service cannot make emergency calls through it 2.
  • Users of virtual extensions and lines without a direct call-back number must have an alternative means to reach emergency services 6.
  • A RingCentral line used outside the country it belongs to cannot reach the emergency services of the country where the user is physically located (for example a US line used in the UK) 3.

Bring Your Own Carrier (BYOC)

With RingCentral BYOC, PSTN calls travel over the customer's local voice carrier through a gateway purchased and owned by the customer, while RingCentral provides the cloud PBX functions 12. RingCentral's BYOC service description states that RingCentral is not the provider of VoIP or voice services under BYOC 15.

RingCentral BYOC is only available with services purchased in the customer's Home Country, and local dialling is unavailable in countries not formally launched for service 14. RingCentral's BYOC service description says emergency calling may not be available in all countries and requires the customer to provide users with alternative arrangements for emergency calls in those locations 13.

API rate limits and throttling

RingCentral's default API rate limits are counted separately per group per user per 60-second window 9:

Rate limit group Request limit per 60-second window
Light 50 9
Medium 40 9
Heavy 10 9
Auth 5 9

RingCentral API responses carry X-Rate-Limit-Group, X-Rate-Limit-Limit, X-Rate-Limit-Remaining and X-Rate-Limit-Window headers, and app-specific limits can be viewed and adjusted via the Developer Console Rate Limits page 10.

When a RingCentral API rate limit is exceeded the server returns HTTP 429 with a Retry-After header, and clients should wait 30 seconds if Retry-After is absent 8. RingCentral's default rate-limit penalty interval is 60 seconds, and new requests sent during the penalty window restart the timer 7.
