Source note · Webex Connect digital channel flow orchestration
A Webex Connect flow has 2 states: Working Draft, saved but not serving traffic and permitted to contain errors, and Live, published and processing triggers. Save produces a Working Draft and Make Live publishes it; a live flow can afterwards be paused from the flow listing page.

When you 'Save' a flow, it is saved as 'Working Draft' and when you make the flow live, the flow status is changed to 'Live'.
