As of a February 2024 TAC technote, when a premises PSTN provider behind a Local Gateway takes more than 12 seconds of post-dial delay, Webex Calling cancels the call.

if the PSTN provider exceeds a Post Dial Delay of 12 seconds, the call is automatically canceled from the Webex Calling side.
