Custom voice applications policies are created in the Teams admin center under Voice > Voice applications policies > Add, or with New-CsTeamsVoiceApplicationsPolicy; they can be edited with Set-, inspected with Get- and deleted with Remove-CsTeamsVoiceApplicationsPolicy.
