After the on-premises change has synced (RegistrarPool pool.infra.lync.com with empty OnPremLineURI and LineURI), the Direct Routing number is unassigned with Remove-CsPhoneNumberAssignment -PhoneNumberType DirectRouting, which can take up to 10 minutes and in rare cases up to 24 hours.
