Before moving from Direct Routing, run Get-CsPhoneNumberAssignment -AssignedPstnTargetId to confirm NumberType is DirectRouting, and Get-CsOnlineUser to check OnPremLineURI; a populated OnPremLineURI means the number was assigned on-premises and synchronized.
