Source note · Teams emergency calling and location policies
When an emergency number is dialed, Teams uses location in this order: a dynamic address from the tenant's LIS; a user-confirmed or edited address tied to the current network; an address suggested by the operating system; an address the user entered manually without service resolution; and finally the address the administrator statically associated with the user's phone number.
