On the Cisco Wireless Phone 9821, the audible MWI (stutter dial tone) only takes effect when Dialing Mode is set to Off-hook Dialing on the Phone Configuration page.

As a prerequisite, set Dialing Mode to Off-hook Dialing on the Phone Configuration page. Otherwise, this setting does not take effect.
