Microsoft's Shared Calling setup order is: license users for Teams Phone and enable voice without assigning numbers; assign a number to the resource account; associate it with an auto attendant; assign it an emergency location; configure service numbers; create a voice routing policy without PSTN usages; enable emergency calling; create the Shared Calling policy; assign it to users; optionally configure extension dialing.
