Source note · Troubleshooting headset call controls in softphones
If a URL appears in both WebHidAllowDevicesForUrls and WebHidBlockedForUrls, WebHidAllowDevicesForUrls takes precedence; if the allow policy is unset, DefaultWebHidGuardSetting applies, and otherwise the user's own setting.
