Under 47 CFR 4.9(g)(1)(ii), an interconnected VoIP service provider must notify the FCC within 24 hours of discovering an outage of at least 30 minutes that potentially affects at least 900,000 user minutes of interconnected VoIP service and results in complete loss of service, or that potentially affects special offices and facilities.
