The Agent Desktop is itself loaded over HTTPS, so a production widget script URL has to be HTTPS. Only a localhost URL on the developer's own machine escapes mixed-content blocking. A plain-HTTP script URL, like the one HTTP CDN example in Cisco's layout article, therefore only works against localhost.
