A Webex Connect sandbox account allows 10,000 combined SMS and WhatsApp API requests within 365 days of account creation, after which requests fail with error code 7020.

You are allowed to send up to 10000 SMS and WhatsApp API requests (combined limit) using your sandbox account with 365 days from the day of account creation. You will see the error response saying “You have reached maximum transaction limit (quota)” with the error code 7020.
