Source note · Troubleshooting outbound call failures in Webex Calling
When a location enforces its outbound dial digit, external destination numbers configured without that digit, such as call forwarding targets, stop working.

Once enabled, any external destination numbers such as those used for call forwarding will no longer work if an outbound dial digit isn't included.
