For premises-based PSTN the administrator first adds a trunk for the location in Control Hub (name up to 24 characters), then selects that trunk under the location's PSTN Connection Manage dialog, and a registered gateway shows a green dot beside its name; a location with a local gateway cannot be deleted while that gateway is used by other locations.
