Without Cloud-Connected UC, firmware migration is completed by downloading BAT files from Control Hub, uploading them on Unified CM under Bulk Administration Upload/Download Files with Target Phone and Transaction Type Update Phone - Custom File, then confirming completion back in Control Hub.
