Source note · Teams voice routing policies and dial plans
If a Calling Plan user is also assigned an online voice routing policy, Teams checks each outbound dialed number against that policy's number patterns. A match routes the call over Direct Routing; no match sends it through the Calling Plan PSTN infrastructure.
