Source note · Setting up Teams voice routing policies and dial plans
Online PSTN usages are a single tenant-wide Global list used by routes and policies; Set-CsOnlinePstnUsage adds or removes entries, and using @{replace=...} replaces the whole list so all previously existing usages are removed.
