Source note · Setting up Teams voice routing policies and dial plans
Microsoft recommends that every normalization rule produce a number starting with +, because a number normalized without + is normalized again by the calling service using tenant and regional rules; Direct Routing customers can remove the + with trunk translation rules if needed.

To avoid double normalization, it's recommended that all normalization rules result in numbers starting with a "+".
