Tenant dial plans are managed with New-, Set-, Get-, Grant- and Remove-CsTenantDialPlan, and a rule is added by building it with New-CsVoiceNormalizationRule ... -InMemory and passing it to Set-CsTenantDialPlan -NormalizationRules @{add=$rule} (or @{remove=$rule} to take it out).
