A voice routing policy is created with New-CsOnlineVoiceRoutingPolicy <name> -OnlinePstnUsages <usage list>, assigned with Grant-CsOnlineVoiceRoutingPolicy -Identity <user> -PolicyName <name>, and the assignment is checked with Get-CsOnlineUser <user> | Select OnlineVoiceRoutingPolicy.
