Source note · Setting up Teams voice routing policies and dial plans
A user's effective dial plan merges the service country dial plan with either the tenant Global dial plan or an assigned user dial plan (never both), and user dial plan rules take precedence over tenant Global rules, which take precedence over service dial plan rules.
