The documentation conflicts on IsInternalExtension. New-CsVoiceNormalizationRule says the flag is ignored when the dial plan's OptimizeDeviceDialing is False, but New-CsTenantDialPlan says OptimizeDeviceDialing has been removed, so its current effect in Teams is unsettled.
