Microsoft cautions that configuring the global (Org-wide default) online voice routing policy makes every voice-enabled user inherit it. That can send PSTN calls from Calling Plan and Operator Connect users to a Direct Routing trunk by mistake, so Microsoft recommends custom policies assigned per user.
