Bulk sign-in applies to new devices within 72 hours of onboarding to SIP Gateway, or to signed-out devices within 7 days (168 hours) of sign-out, in which case the tenant ID need not be added to the provisioning URL; Microsoft advises running it at least 1 hour and at most 70 hours after provisioning.
