For bulk sign-in the tenant ID must be added to the device provisioning URL; for Cisco IP phones in North America the form is http://noam.ipp.sdg.teams.microsoft.com/tenantid/<tenant-ID>/$PSN.xml, and for other IP phones the same URL without the suffix.
