Source note · Microsoft Teams shared calling and call delegation
An emergency number used in a Shared Calling policy cannot be deleted or reassigned until it has been removed from the policy, for example with Set-CsTeamsSharedCallingRoutingPolicy -EmergencyNumbers @{remove=...}.
